Quartzsite Police assist BLM with arrest

In a Press Release issued today, January 23, 2012, Quartzsite Police Chief Jeff Gilbert states,

"On January 21, the Quartzsite Police Department assisted the Bureau of Land Management (BLM) law enforcement division with the arrest and investigation of several subjects staying in the La Posa North camp grounds.

One person was arrested and booked into the La Paz County jail for possession of a large quantity of marijuana. While the person in question may have possessed a medical marijuana card, the BLM camping area is on federal land and the “legal possession” of marijuana does not apply.

In fact, the amount of marijuana seized was over the legal threshold for personal possession by Arizona’s new laws, and if not charged federally, would have been charged under state statutes.

Numerous anti-Quartzsite Facebook sites have “posted” the following information which is far from the truth.

Demand Justice in Quartzsite AZ:
Demand Justice in Quartzsite has received several reports this morning from people camped in the North La Posa LTVA that various law enforcement agencies have been doing massive sweeps arresting and citing "undesirables". We talked to Jack Silent Eagle a Navajo Silversmith last night who said he was "chased by cowboys on ATV's" and injured his arm falling in a wash. "I thought they were gonna kill me" he said. The timing seems to be an indication that the town fears "traveling vagrants" may be registering to vote in the upcoming election. Zeke (who did not give his last name), a vendor camping in the LTVA said "They came into our camp and began searching everybody's RV's without warrants or probable cause. One retired guy was arrested for Marijuana possession even though he's a medical patient in California. They gave us all tickets."

The information being published on these sites regarding this incident is obviously intended to mislead and scare the public. “Law enforcement agencies” are not conducting “massive sweeps” and arresting “undesirables”.

The Quartzsite Police Department will, and always has, support other agencies in their law enforcement efforts within the jurisdiction of Quartzsite. Being a medical marijuana patient in California does not exclude you from other state and federal laws.

Other individuals were cited and released for possession of marijuana by BLM Rangers on the scene. One individual involved is being investigated by the Quartzsite Police Department for the possession of materials that may be associated with child pornography.

These arrests have nothing to do with any “upcoming election” as their propaganda alleges."

The Better Business Bureau released a Scam Alert Today:

Publishers Clearing House Sweepstakes' envelopes began hitting mailboxes this week. This means scam phone calls and fake mail are soon to follow. The scams that always trail the famous sweepstakes involves a phone call or lookalike letter claiming a big check awaits the recipient.

The Scam
The scam goes as follows: a caller tells the person answering the phone that he/she has won a prize from Publisher's Clearing House. But first, the person must pay a fee to retrieve the money they have allegedly won.

Publishers Clearing House awards its prizes by a personal visit to the winners' homes and does not charge winners to collect their prize.

What to do
If you receive any phone calls or emails from Publishers Clearing House indicating you have won a prize and need to send money ... don't do it!

Quartzsite Candidate flies flag upside down on Federal Lands

Quartzsite, AZ - The photo to the left was taken on Federal BLM (Bureau of Land Management) lands, located at the La Posa Long Term Visitor Area (LTVA) just south of Quartzsite, Arizona.

Jennifer “Jade” Jones, a candidate for Quartzsite town council and self proclaimed Public Persona, along with her husband John “Jack” Jones have been camping at that site in the LTVA since early fall. Mrs. Jones became famous during the summer when the video of her arrest at the June 28th council meeting went “viral” on the Internet.

United States Code Title 4 Chapter 1 §8. Respect for Flag states “The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.”

The International Code of Signals 2005 Edition, Appendix 1, contains no reference to an upside down national flag as a possible distress signal. However, a German Merchant Captain once explained , “If a crew abandons a ship in distress to save their life, the last thing to do (if they have time to do so) is to turn the flag upside down. This means that they give up any right on the vessel or cargo and anybody who manages to rescue the ship afterwards could keep it.” In court, a company would lose claim of property on an abandoned ship, but if the flag was upright it would indicate that the crew did not leave in distress, and the company would have a stronger case in court to claim the right on the vessel.

Local veterans and their wives interviewed for this story consider the act of flying the flag upside down to be very disrespectful, but a right of expression that they fought for, and many died for.

While the federal government does not prohibit hanging the U.S. flag upside down, many believe the only acceptable reason to hang the flag upside down is in cases of dire distress. However, political activists are taking to flying the upside down flag as an expression of their frustration over government issues. Activists are using the upside down flag as a “symbol of a nation in distress”.

Desert Messenger reached out to Mrs. Jones for comment. Her reply was simply, “Don’t you have any real news to report?”

However, Jones, publisher of The Desert Freedom Press, dedicated almost a half page to her editorial, focusing solely on the upside down flag flying at her campsite. She suggests that her 5 "false" arrests in 13 months, coupled with other public comments and events, would lead a reasonable person to conclude her life and property are in "extreme danger in a country whose leaders have chosen to suspend provisions of the very document that defines us as a nation." She encourages "everyone across the country to do so as well".

Snowbirds from Canada, expressed their shock, as they considered Jones' actions to be "disrespect of a nation's flag". One veteran's widow stated, "It's a slap in the face to those who fought for our country."

Out of respect for the family of Council Member Bob Kelley, whose death on December 31, 2011 became front page news, the decision was made to move the story to page 7. Kelley was a proud veteran with very strong convictions for the flag and his country.]

Pavement Improvement work along Interstate 10 east of Quartzsite continues next week

Motorists traveling between Quartzsite and Phoenix should expect minor delays

The Arizona Department of Transportation will continue its pavement improvement project on an 11-mile stretch of Interstate 10 east of Quartzsite beginning Monday (Jan.9). Crews will be working on I-10 weekdays from 6 a.m. to 6 p.m. Intermittent lane closures will take place as crews prepare to remove and replace sections of pavement. Motorists traveling between Quartzsite and Phoenix should plan ahead and plan for minor delays.

What to expect next week:

•Work is scheduled to take place from 6 a.m. to 6 p.m. each work day.•Intermittent lane closures are planned during work hours.•The speed limit will be reduced to 55 mph in the construction zone.•Law enforcement will be on-site to monitor speeds.•Message boards will advise drivers of lane restrictions.

This project is scheduled to be completed by April 2012.

ADOT advises drivers to proceed through the work zone with caution, slow down and be alert for construction equipment and personnel.

ADOT works to inform the public about planned highway restrictions, but there is a possibility that unscheduled closures or restrictions may occur. Weather can also affect a project schedule. Hi Jolly Daze Parade to have live camel; Quartzsite, Sat. Jan. 7th

This year's Hi Jolly Daze Parade will be more exciting than ever, thanks to the donation of a generous, caring resident. Mrs. Joanne Robinson has donated the expense of the renting the live camel for parade as well as the 2011 Christmas Parade.

Lineup begins at 10:30am at the Firestation on Tyson, north end of town. The parade will travel east on Tyson, turn south on Plymouth and end up at the Pavilion at Town Park for the after parade party!

Enjoy food from Quartzsite Fire Dept., and First Assembly of God, along with deserts from the Museum, and other vendors. Organizations will have fudraising booths, and fun for the whole family!

Quartzsite Town Council Member Bob Kelley dies

Quartzsite, AZ- Family, friends and colleagues of Quartzsite Council Member Bob Kelley were saddened by the news of his passing Saturday, December 31, 2011.

Kelley, whose death at 77, followed a prolonged illness, came to Quartzsite almost 30 years ago as a snowbird and vendor. He and his wife, Carol, settled down 20 years ago and became active in the community. Kelley has served on the council from 2008.

Date for a memorial service has not yet been determined.

Quartzsite, Arizona - In a press release issued this afternoon, Quartzsite Town Attorney, Martin Brannan announced cases involving five Quartzsite residents have been assigned to a special prosecutor.

I was just notified by a reporter from KSWT television in Yuma that Jennifer Jones has issued a “press”
release making generally silly accusations about her request that I be investigated by the FBI and the
Arizona Department of Public Safety (DPS) for threatening her and others. Assuming that the FBI and
DPS even find grounds to believe that there is criminal conduct requiring and investigation, which I
highly doubt, I know that I have engaged in no illegal conduct. There is one accusation that Ms. Jones
made which I do want to address, however, because I believe it is of great importance.

Ms. Jones alleged to the KSWT reporter that I am mentally unbalanced. I want to address this accusation
in the hopes that it will help others who are stigmatized by such outrageous allegations.

I am a veteran of the first gulf war (1990-1991). I received an Air Medal for my role in piloting medium
lift helicopters during combat operations in support of the 18th Airborne Corps. Shortly after returning
from the conflict, I began having migraine headaches and experiencing difficulties which fall under the
diagnostic heading of Post-Traumatic Stress Disorder (PTSD). I receive services from the Veteran’s
administration and have a service-connected disability for, along with several physical ailments, PTSD. I
continue to suffer from occasional depression, anxiety and troubled sleep. I take medication for my
condition which makes dealing with this disorder easier, but I do have symptoms and suffer from a
condition designated by mental health professionals as a mental illness.

I admit this freely and without reservation because, like thousands of other Americans who have served
this country against an armed enemy, I am not ashamed of the scars I earned ensuring that people like
Jennifer Jones have the freedoms that Americans enjoy. While Ms. Jones uses her freedom of speech to
ridicule people who bear the mental scars of combat like myself and Council Member Joe Winslow, she
rails against anyone who dares to exercise their free-speech rights to ridicule her and her “service” to her
fellow human beings.

The last US Combat troops have finally left Iraq and many more are still serving in Afghanistan. Some
of them will soon be returning to the United States and to civilian life. Some of them may return to this
community. All of them will have been impacted by their combat service. Some of them, like me, will
have a service-connected disability as a result of their service. All of them, like me, will nevertheless be
capable of really serving their communities both in spite of and, more importantly, because of the
personal price they paid to secure your freedoms.

How you treat these brave men and women who suffer scars that you cannot see will be up to you. You
can honor their service and their sacrifice and help them to adjust to civilian life.

You can also ridicule them and make scurrilous claims that they are mentally unstable like Ms. Jones
does. Like Ms. Jones you can even claim that you are a “patriot” in doing so. That, too is your right; a
right that these brave men and women and Joe Winslow and I all sacrificed a part of their own wellbeing
to ensure.

Arizona Attorney General Tom Horne finds Quartzsite

Open Meeting Law Violations

PHOENIX (Tuesday, December 13, 2011) -- Attorney General Tom Horne has found evidence that the Quartzsite Town Council has violated Arizona’s Open Meeting Laws (A.R.S. §§ 38-431 et. seq.) in connection with the conduct of Town Council meetings and dealings with a member of the public.

In a letter to the Quartzsite Town Attorney, Horne notes that on June 28, 2011, while addressing the Council, Quartzsite resident Jennifer Jones was removed from the meeting by a vote of the council. She had turned her back on the council and was addressing the audience, which the council reasonably could object to. Public bodies can eject members of the public for disruptive conduct, but they must first give a warning, which the council failed to do.

The second violation occurred on July 10, 2011 in which the Council convened an emergency meeting on at the Town Hall to discuss disruptions during previous meetings. The Council locked the doors to the meeting room and did not allow any member of the public to attend its meeting. Excluding the public from this meeting violated the Open Meeting Law.

In the third and related violation, the Attorney General notes that the Council did not fully comply with the posting requirements for emergency meetings. As of December 9, 2011, the minutes of the emergency meeting were not posted on the Town website.

The final violation involves the failure to comply with posting requirements for Notices and Minutes.

The Council did not post minutes for the July 10, 2011 emergency meeting. In addition, the Council failed to post minutes for a number of its meetings labeled as “work sessions.”

As a remedy, Horne is recommending that:

1. The Council will discuss the concerns listed in this letter with its legal counsel in open session during a properly noticed public meeting.

2. Each member of the Council and staff will participate in a training session with counsel from the League of Arizona Cities and Towns regarding the requirements of the Open Meeting Laws.

3. The Council will be subject to oversight by the Attorney General’s Office for a period of twelve months.

DUI Saturation Detail

The Quartzsite Police Department (QPD) in conjunction with the Governor’s Office of Highway Safety will be conducting traffic enforcement details over the Christmas Holidays. They will be enforcing speed, seat belt, aggressive driving and DUI laws.

QPD will also be conducting a DUI saturation detail on New Year’s Eve. They will be conducting high visibility details to keep impaired drivers off the road to keep the roads safe for the public.

The penalties for DUI can include loss of your drivers license, expensive fines, jail time, increased insurance rates, possible loss of life or injury and having your name published in the local paper.

QPD asks that if you drink, please be responsible. Don’t drink and drive, make sure to have a designated driver and wear your seatbelt at all times.

When all the negative publicity of Quartzsite dominated the media during the summer, I felt it was time to celebrate what we do right in Quartzsite! I’ve taken alot of heat from folks not understanding the power of celebrating the good in our lives. I really don’t believe good old fashioned competition is bad for the economy or our community. As I sat with the piles of ballots and the huge list of categories I created, I wondered how crazy I was to attempt this! But, your responses were so overwhelming, I had to get ‘er done! Winners get bragging rights, and everyone who received just one vote is listed. Thank you to everyone who took the time to write in your favorites. Congratulations to everyone! Quartzsite Rocks!!!

Best Alternative Energy: Solar & Sun won overwhelmingly with Solar Panels, Coal, and Discount Solar coming in close behind.

Best BBQ: Jerky Store & More on Hwy. 95 was the only one to receive votes, other than “slim pickin’s”!

Best Biscuits and Gravy: This was a very popular contest for who had the best in town. Main St. Eatery came out on top, followed by Mostly Wood Gift Shop & Restaurant, Sweet Darlene’s, La Casa del Rancho and the QIA.

Best Breakfasts: Once again the Eatery beat out the pack. Sweet Darlene’s came in a close second, followed by the following ties: Bad Boy’s Café, La Casa del Rancho, Mt. Quail Café.

Best Burgers: this was surprising, as Burger King barely beat out the Eatery, with Carl’s Jr. and McDonald’s.

Best Cell Phone Coverage: Verizon was the huge winner in Quartzsite! No other service was mentioned.

Best Coffee: The Eatery came out piping hot, with Scenic Road’s Kona Coffee in 2nd place. Followed by La Casa del Rancho, Sweet Darlene’s, Love’s and McDonald’s.

Best Dinner: The Eatery barely beat out La Casa del Rancho with Sweet Darlene’s, Grub Stake Grill, followed by Sizzler in Blythe.

Best Food Vendor: The General Store got the most votes, followed by Pig N a Poke at the Main Event, Jack’s Indian Taco at Main Event, Bad Boys, The Eatery, and Rockin’ Robins.

Best Friday Night Fish: There were a lot of votes in this category. It seems folks in Quartzsite love their Friday Night Fish Fry. Sweet Darlene’s was the huge favorite with The Eatery coming in close behind. The Grub Stake and Yacht Club fared well, also, as well as the VFW.

Best Desert Golf Course: Quartzsite Golf Course scored a hole in one with the most votes, with Greasewood coming in not far behind. District Club also was mentioned.

Best Ice Cream, Pies, Dessert: Dorothy & Toto’s Ice Cream & Kettle Corn was the favorite (they just opened in their new building next to D&B Leather!) Grandma’s Pies, Sweet Darlene’s & Quartzsite Bakery tied close behind. Vendors at Rice Ranch, DQ, and McDonald’s were also mentioned.

Best Indian Taco: Joan’s Fry Bread edged out Pig in a Poke and Jacks at Main Event. There’s evidently a good Indian Taco at the Potpourri held in Parker.

Best Jerky: The Jerky Store & More on Hwy. 95 received the most votes, followed by Daniel’s Jerky on W. Main.

Best Antiques: Burt & Billie’s edged out Vendors at QIA, Vendors at Sell-a-Rama, Vendors at Hi Alley & Jim Shiew.

Best Place for New/Used Books: Readers Oasis overwhelmingly received the most votes. Other entries included the Quartzsite Library, Main St. Laundromat, and Amazon.com.

Best Place to Buy Rocks: T-Rocks rocked this category, followed by QIA Pow Wow, GFWC annual yard sale, Hi Alley Swap Meet, Rocks in my Head at Rice Ranch, PNQ’s Rock Auction, Hardie’s Beads & Jewelry, and Gem Shop.

Best Place to Buy RV Batteries: RV Lifestyles got the most votes! Discount Solar and Solar Bill’s came in close behind.

Best Place to buy something cool you don’t really need: Addicted to Deals came in first among the long list: GFWC annual yard sale, Gambler’s, yard sales, K&K Kitchen, Hardies, Costco, & Family Dollar.

Best Prime Rib: The Eatery beat out Mt. Quail and VFW.

Best RV Repair Service: RV Lifestyles and their friendly staff received the most votes, followed by Running Lizard, Mark Fuller, Coat’s RV and “my retired husband”!

Best Sandwiches: Jerky Store & More beat out The Eatery by just a few votes! Following them were Silly Al’s, Subway, and Patty’s.

Best Spaghetti garnished lots of votes. The winner is The Eatery, with Celia’s Rainbow Garden’s Spaghetti feed coming in close behind! Sweet Darlene’s, La Casa del Rancho, Yacht Club also received votes with one for “my wife’s”!

Best Storage: Paradise RV Storage came in first over Rose RV and Betty Hunter Storage.

Best time to visit Qtz. PO: “Summer” was the overwhelmingly popular answer, which included votes for July and August. Then there were the times of 2:30-4pm, 3-3:30pm and the one that made me smile was “after 4pm”!

Best use of Rock Yard Art: Celia’s Rainbow Gardens received the most votes here! Coyote Pass RV Park’s new water feature was also mentioned, along with Swanson’s old place on Desert Ave., and La Posa South.

Favorite area at Celia’s Gardens: The Veterans Area/Soldier Village received the most votes. The trails, the kid’s handprints brick wall, Rock Club area, and the center were also mentioned as beautiful places to visit.

Favorite ATV Trail: Dripping Springs, followed by Old Yuma Rd., Communication Hill, Railroad Pass-Bouse, and Stone Cabin trails were also mentioned.

Favorite Auto Repair: Best Auto barely came out ahead of Everett’s Towing, closely followed by American Tire, Taylor’s in Blythe, and “my retired husband”!

Favorite Bartender: Dianne of Yacht Club brought in the most votes, followed by Carol of Beer Belly’s, Diane at Silly Al’s Pizza, Terry at Yacht Club, Grubstake, and “myself” actually received two votes!

Favorite BLM Volunteer: Alice at La Posa South edged out Ellen at Tyson Wash, the folks at Plamosa Rd., and Lyle.

Favorite Charity event: Celia’s Rainbow Gardens’ Spaghetti Feed dominated the category followed by PNQ’s Rock Auction and GFWC Fashion Show.

Favorite Cook: Bud at the Eatery beat his co-workers, Janet & LaMont, but Abel at Times Three, came in a close second to Bud. Bob Nickerson was also mentioned for his cinnamon rolls.

Favorite Dog Groomer: Hollywood Pets edged out Cindy’s Pet Service. Marie(before she died) and Jade were also mentioned.

Favorite Electrician: Running Lizard edged out Dennis McGuiness, Denny Davey of Tews RV, Jim, John Prutch, Countrywide Bob Amos, J&S Electric of Parker.

High winds, blowing dust could affect

driving in southwest Arizona

Reduced visibility, possible dust storms could slow traffic

PHOENIX — The National Weather Service has issued a wind advisory for Thursday (Dec. 1) that could impact drivers traveling in southwest Arizona.

Strong sustained northern winds from 25 to 35 mph, including wind gusts up to 40 mph, are predicted to reach Yuma and La Paz counties.

The Arizona Department of Transportation urges motorists traveling on Interstate 10, Interstate 8 and US 95/State Route 95 to use extra caution due to possible difficult driving conditions as strong winds over desert areas can result in sudden periods of limited or zero visibility due to blowing dust.

Motorists play in important role in safety when operating their vehicles during a dust storm. ADOT and the Department of Public Safety recommend the following driving tips when encountering a low visibility dust storm.

▪ Check traffic immediately around your vehicle (front, back and to the side) and begin slowing down.
▪ Look for a safe place to pull completely off the paved portion of the roadway.
▪ Stop the vehicle in a position ensuring it is a safe distance from the main roadway and not near where any vehicles may travel.
▪ Turn off all vehicle lights.
▪ Set your emergency brake and take the foot off the brake.
▪ Stay in the vehicle with your seatbelts intact and wait for the storm to pass.

ADOT, along with DPS, will continue to work as a public safety team to support Arizona’s highways and drivers and will closely monitor conditions on the highways while maintaining driver safety.

Drivers planning trips tomorrow are urged to monitor travel conditions by calling 5-1-1 within Arizona, 1.888.411.ROAD outside the state, or via the Web at www.az511.gov. Because weather conditions can quickly evolve, drivers are encouraged to regularly check in with ADOT’s Traveler Information Service. Motorists should delay or detour travel plans if necessary.

Solar Tower Project north of Quartzsite

OLATHE, Kan. --- Terracon has been engaged by EnviroMission to provide initial geotechnical
engineering analysis, geo-seismic analysis and geotechnical consulting services for the Solar
Tower power station development in Arizona.

Terracon’s reports will inform and support Solar Tower front end engineering and design (FEED).
EnviroMission plans to build a major infrastructure power station that will use air heated by the
sun to drive turbines to generate enough renewable energy to power 150,000 homes in Arizona
and California. The iconic design will have a vast greenhouse with a tall central tower structure
that will be almost twice as tall as the Empire State Building. The proposed Solar Tower will offset 1 million metric tons of greenhouse gases per year and will abate the use of up to 1 billion gallons of potable water annually.

(1) Bring ads for sales and “special deals” with you to the store.
Advertising a set of sales or “deals” and refusing to honor the terms of the advertisement is deceptive advertising and illegal in Arizona. Consumers using holiday sales and coupons should be careful that the specials advertised match what is advertised in stores.
Consider bringing ads with you to the store to see if prices charged match advertised prices. Read all fine print or disclosures before making your purchase. When checking out, watch the cash register display to be sure the scanned price matches the advertised or posted price. Check your receipt for accuracy before leaving the store. If you have pricing questions, ask to see the store’s pricing error policy.

(2) Understand the new rules for gift cards.
Gift cards issued by merchants (single or group, i.e. chain stores) and those issued by financial institutions (many with Visa, American Express, MasterCard and Discover brand logos) will have to follow new guidelines recently set up by Congress. Under the Credit Card Act of 2009, limitations have been placed on fees and expiration dates for gift cards. Service fees can no longer be charged until the card has been inactive for 12 months and only after that time can one fee be charged per month. Fee details and terms need to be disclosed clearly and conspicuously prior to purchase. Also, gift cards now carry an expiration date of at least 5 years from the date of purchase or the date the card was last reloaded with funds. Make sure you understand any terms or details disclosed about any fee or expiration date prior to purchasing your gift card.

(3) Do online shopping at secure Web sites.
Using secure Web sites will help ensure that personal information, such as your name, address and credit card number, is transmitted to the merchant safely, without being intercepted by a third party. You can identify secure Web sites by looking for Web addresses that begin with “https” and check for a small padlock icon at the bottom of the page. Also look for SSL (Secure Sockets Layer) certificates which allow for safe browsing and purchasing (“VeriSign” is a commonly used SSL). Credit cards are still preferred over debit cards for online shopping security.

(4) Watch out for restocking fees.
Certain stores will charge you a percentage of the price for “restocking” an item that you return for refund or credit. These fees most often apply to larger purchases such as furniture, electronic equipment or appliances. If a business charges a restocking fee, it should disclose the fee in print advertising and promotional materials as well as post a clearly visible notice disclosing the fee and how consumers can obtain the full restocking fee policy. Before making a purchase, ask if the store charges a restocking fee. If so, make sure you understand the full cost and restocking policy.

(5) Save all receipts, warranties and service agreements.
Keeping printed copies of receipts, warranties and service agreements helps you negotiate any refunds or exchanges should you have a problem or decide to return the product.
During the time of purchase, request warranties and service contracts in writing and save receipts from all of your purchases. Bring them with you if you need a refund, exchange or repair.

(6) Be cautious of toys bought for children.
Make sure you read all labels and fine print on packages of toys purchased for children. Many toys are meant for children of certain ages and may contain small pieces hazardous to very young children. Also, to verify that the toy you have bought is safe, you can check the Consumer Product Safety Commission, http://www.cpsc.gov for more information.

(7) Travel safe this holiday season.
As you are booking your travel to see family this holiday season, take caution when booking through agents and online Web sites. Make sure you are working with a legitimate travel agent and remember, if the deal sounds too good to be true, it most likely is. It never hurts to take extra time researching a company or business online before using their service. Major airlines and travel companies often offer coupons and discounts while traveling over the holidays – be mindful of the small print and details regarding when purchase needs to be made and when travel dates are valid.

(8) Seasonal Employment Opportunities.
Many consumers seek seasonal employment to earn more cash during the holiday season. Be mindful of the employer you seek work from and make sure you are familiar with the company and its seasonal employment policies. Use caution when seeking employment from online job boards. Online employment boards may display employment opportunities that do not exist only as a means to obtain information from potential candidates. Use caution when providing identifying information over the internet and research companies that may not be familiar to you. Most job boards, such as Craigslist, allow users to report advertisements that are bogus are fraudulent.

PHOENIX, Ariz.,—The facts are indisputable, the opportunity right before us—right now, said Farrell Quinlan, Arizona state director for National Federation of Independent Business (NFIB), a group for the true engine of the American economy.

“There is only one way out of this recession, and that’s when small businesses – not big corporations – start ringing up sales. Period!” said Quinlan, who is calling on Arizonans to reserve the day after Black Friday for a trip to their nearest small business to make a purchase or two.

Indeed, all the evidence bears Quinlan out. In its latest Small Business Profiles for States and Territories, the U.S. Small Business Administration pegs small-business employers as constituting 97 percent of all of Arizona’s employers, providing almost half of all private-sector jobs.

But Quinlan’s group, the National Federation of Independent Business, which has been The Voice of Small Business since 1943, has been doing its own research on issues particular to small businesses for seven decades. In its latest NFIB Small-Business Optimism Index, a key bellwether economic measurement used by Federal Reserve chairmen and Congress, it found the No. 1 problem facing small businesses continuing to be “poor sales,” followed by government regulations and taxes.

“Small Business Saturday is about Main Street, not Wall Street,” writes Dan Danner, president and CEO of NFIB. “It’s about entrepreneurs and families selling things that the chains and e-commerce companies aren’t. Only small businesses can offer truly unique gifts and the most genuinely friendly customer service. Small Business Saturday is also about supporting the local economy. The chain stores are owned by bigger companies that are probably based somewhere other than your hometown, but small businesses are usually owned by your neighbors. When you shop at a small business, you’re supporting your local economy and your local job base.”

Small Business Saturday is a concept started by American Express last year. NFIB is helping encourage its adaptation into a longer-term theme. Quinlan, however, qualified his piggybacking on an unrelated hot topic, “I just want people to occupy a small business on Saturday long enough to make a purchase so others may occupy that small business.”

BLM Offers Public the Chance to Comment

on Solar Power Project in Western Arizona

Quartzsite, Ariz. – The Bureau of Land Management (BLM) and the Western Area Power Administration today released the draft Environmental Impact Statement (EIS) for the proposed Quartzsite Solar Energy Project.

The release of the draft EIS begins a 90-day period in which the public can comment on the proposed project and the proposed amendment to the BLM Yuma Field Office Resource Management Plan. The comment period ends Feb. 10, 2012.

The project is proposed on 1,675 acres on BLM-administered land 10 miles north of Quartzsite and adjacent to Arizona State Route 95.

The proposed project would use concentrating solar “power tower” technology to capture the sun’s heat to make steam, which would power traditional steam turbine generators.

Memorial for Quartzsite town employee, Gary Lynn Howell

Gary Lynn Howell passed away at home from heart failure on October 31, 2011. He is survived by his loving wife, Tona and his children, Shon, Millie, Gary Jr., Robert, Amanda, and Angie. He also has 11 grandchildren. He is also survived by his siblings, Marvin, Danny and Trudy.

A Memorial Service will be held at 10am on Monday, November 7th

at the Church of Jesus Christ of Latter-Day Saints, located at

455 S. Riggles Rd., Quartzsite.

Gary was a loving and devoted husband and father. He served more than 26 years in the Army and Army Reserve. He loved his home and country. At the time of his death, he was working for the Town of Quartzsite as Code Enforcement. He loved living in Quartzsite. He loved people and people loved him back.

There will be a Summerland Farewell for friends and family at Gary’s home (645 Spring Lane) at 6pm for a final sendoff. Parker Funeral Home Dignity Memorial has taken care of details. 928-669-2156

FEMA & FCC Nationwide EAS test planned for Wed. Nov. 9th noon Arizona time

FEMA, in coordination with the Federal Communications Commission (FCC) and the National Oceanic and Atmospheric Administration (NOAA), will conduct the first nationwide Emergency Alert System (EAS) on Wed. November 9 at noon Arizona time. All radio, television, cable, wireless cable, satellite audio and radio service providers will participate in the national test, which will last for approximately three minutes.

WASHINGTON, D.C. -- The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC) will conduct the first nationwide test of the Emergency Alert System (EAS). The nationwide test will occur on Wednesday, November 9 at 2 p.m. eastern standard time and may last up to three and a half minutes.

The EAS is a national alert and warning system established to enable the President of the United States to address the American public during emergencies. NOAA's National Weather Service, governors and state and local emergency authorities also use parts of the system to issue more localized emergency alerts.

Similar to local EAS tests that are already conducted frequently, the nationwide test will involve broadcast radio and television stations, cable television, satellite radio and television services and wireline video service providers across all states and the territories of Puerto Rico, the U.S. Virgin Islands and American Samoa.

On November 9, the public will hear a message indicating that "This is a test." The audio message will be the same for both radio and television. Under the FCC's rules, radio and television broadcasters, cable operators, satellite digital audio radio service providers, direct broadcast satellite service providers and wireline video service providers are required to receive and transmit presidential EAS messages to the public. A national test will help the federal partners and EAS participants determine the reliability of the system and its effectiveness in notifying the public of emergencies and potential dangers nationally and regionally.

"A national test of our Emergency Alert System, with the vital communications support and involvement of participants, is a step towards ensuring that the alert and warning community is prepared to deliver critical information that can help save lives and protect property," said Damon Penn, FEMA's Assistant Administrator of National Continuity Programs. "Because there has never been an activation of the Emergency Alert System on a national level, FEMA views this test as an excellent opportunity to assess the readiness and effectiveness of the current system. It is important to remember that this is not a pass or fail test, but a chance to establish a baseline for making incremental improvements to the Emergency Alert System with ongoing and future testing. It is also important to remember that the Emergency Alert System is one of many tools in our communications toolbox, and we will continue to work on additional channels that can be a lifeline of information for people during an emergency."

Eastbound I-10 travel limited to one lane east of Quartzsite through the weekend

The Arizona Department of Transportation is in the process of repaving an 11-mile stretch of Interstate 10 east of Quartzsite to create a smoother ride for drivers. This ongoing project will require a lane closure through the upcoming weekend (Oct. 28- Oct. 30). Construction work will resume on Monday (Oct. 31).

What to expect during the weekend:

•Eastbound I-10 passing lane closed for approximately half a mile east of Quartzsite.
•The speed limit will be reduced to 55 mph in the construction zone.
•Law enforcement will be on-site to monitor speeds.
•Message boards will advise drivers of lane restrictions.

ADOT advises drivers to proceed through the work zone with caution, slow down and be alert for construction equipment and personnel.

ADOT works to inform the public about planned highway restrictions, but there is a possibility that unscheduled closures or restrictions may occur. Weather can also affect a project schedule. The famous Quartzsite Halloween Caravan will take place on Friday, October 28th. In preparation, staff and volunteers will be decorating and transforming the whole library in a Haunted House. The Library will be closed all day and reopen on Monday, October 31st.

The annual Halloween Caravan for the kids of Quartzsite will be coming up on the 28th, starting at 2 p.m. The buses will be picking up the children and chaperones at the Town Hall by 1:45 at the latest, and permission slips must be filled out before anyone boards the buses. The children who are in school must have a permission slip filled out to get dropped off at Town Hall, and another permission slip to be able to board the bus at Town Hall (no exceptions). Permission slips are available at the Children's Library, Quartzsite Community Thrift Store, and at Town Hall. There is also a permission slip you can cut out on Page 23 in this issue of the Desert Messenger.

The caravan will leave promptly at 2 p.m. from Town Hall, so be sure to get there early and have your permission slips ready to show as soon as you can get there. Children can put their costumes on at Town Hall if necessary, if they get there early enough. Anyone wishing to set up a table to give out candy to the kids can do so at JRs RV Park--just call Anita Carlson and she will reserve a table for you--you must be there before 2 p.m. The buses will then take the kids all around the town to RV parks who have recreation halls, and to some businesses also who wanted to be included. The buses will return to Town Hall for the haunted house at the library.

This caravan has been going on for 20 years, and is a wonderful way for the kids to visit the people who wish to give out candy and be as safe as possible. Escorted by the Police and Fire Departments and other chaperones, it is the best way to get the kids their candy without having them running around the RV parks and streets. Judging by the number of people who set up tables, and the places on the route who have people waiting to see the kids, this popular event has so many who want to get involved every year that it is hard to fit them all in!! Quartzsite Police receives two grants

Governor’s Office of Highway Safety Grant Award

The Quartzsite Police Department was awarded two grants from the Arizona Governors’ Office of Highway Safety. The Police Department was awarded a total of $8,000.00 dollars of overtime funds. The funds will be used to enforce driving under the influence, seatbelt, child restraint laws, speed and aggressive driving laws.

"We will be conducting high visibility details to keep impaired drivers, speeders, and aggressive drivers off the road, and enforce seatbelt and child restraint laws to keep the roads safe for the public," said Quartzsite Police Chief Jeff Gilbert in a press release issued today.

The penalties for DUI can include loss of your drivers license, expensive fines, jail time, increased insurance rates, possible loss of life or injury and having your name published in the local paper.

Gilbert said, "We ask that if you drink, please be responsible. Don’t drink and drive, make sure to have a designated driver and wear your seatbelt at all times.

"If you are in need of a child restraint seat, please come by the Quartzsite Police Department. The Governors Office of Highway Safety has provided us with free child restraint seats."

Former Quartzsite mayor Ed Foster out on bail

On October 7, 2011 former Quartzsite mayor Ed Foster turned himself in after acting Quartzsite Magistrate Karen Slaughter issued a warrant for his arrest. According to a press release issued yesterday by Quartzsite Police Chief Jeff Gilbert, Foster didn't show up to court to face charges of nonfeasance in public office. Foster was booked into the La Paz County Jail by the Parker Police Department on a $1,500.00 secured appearance bond.

Foster, who was ousted from the office of Mayor of Quartzsite following a recall election on August 30, 2011, was evidently sent a summons by the court, but it was returned unclaimed by the Post Office.
According to Quartzsite Police, Foster had personally obtained copies of the file, including the summons, from the magistrate court prior to the hearing at which he failed to appear. Foster allegedly admitted to the Court staff that he did have a copy of the summons.

Foster alleges that he complained to the State Bar of Arizona that Town Attorney Martin Brannan had acted in violation of the Arizona Rules of Professional Conduct by bringing the charge of nonfeasance in public office against him. In spite of this apparent knowledge, Foster allegedly denied that he had notice of the summons to a clerk of the Quartzsite Magistrate Court. Additional charges of violating a court order and failing to appear as required are under consideration.

According to various reports, Foster was visiting family out of state at the time of the hearing.

("Choice") the discovery of a new oxide gold zone at the Sugarloaf Peak Project ("Sugarloaf"), near Quartzsite, Arizona. Diamond drill hole SLG-11-04 returned a 9.91 metre intercept of 1.76 g/t gold between a depth of 5.3 and 15.24 metres. The discovery hole is located approximately 1 kilometer northeast from the core of the historically known mineralized zone.

"The shallow oxide portion at Sugarloaf Peak has identified favourable near surface mineralization and has expanded the potential for the Project moving forward," stated John-Mark Staude, President and CEO of Riverside Resources Inc. "The results from Sugarloaf are the first reported from four partner funded drill programs that were undertaken during the summer, and shareholders can now expect a steady flow of drill results throughout the fall," added Staude.

Gold in drill hole SGL-11-04 occurs in a strongly oxidized interval of faulting and tectonic brecciation. Iron oxides are dominated by hematite and jarosite; no sulphides are observed. Some scattered quartz crystals observed along the interval suggest that the host rock could be a strongly altered felsic volcanic rock, the dominant lithology present on the property. Drill holes SGL-11-01 and SGL-11-02 returned anomalous gold values in the top 200 meters with grades averaging 125 ppb hosted by a series of sericitized felsic volcanic units. These values show the strength of the mineralizing system. Sporadic gold values reach 0.78 g/t in hole SGL-11-01 and 0.53 g/t in hole SGL-11-02. The discovery of gold associated with hematite alteration, not previously described on the property, creates a new type of exploration target and will influence the next phase of proposed drilling.

The scientific and technical data contained in this news release were prepared under the supervision of Locke Goldsmith, P. Eng., P. Geo.,an independent qualified person to Riverside Resources, who is responsible for ensuring that the geologic information provided in this news release is accurate and acts as a "qualified person" under National Instrument 43-101 Standards of Disclosure for Mineral Projects. All the samples were analyzed for Au using fire assay (FA-Pb30) by American Assays Labs, an independent laboratory based in Reno, NV. Quartzsite's Chalk the Police group

A small group gathered at La Paz County Justice Court today to express their freedom of speech rights. Under a dozen people showed up for the National Chalk the Police Day in Quartzsite. Quartzsite Police Department officers were waiting for them at Town Hall. As Contributing Photographer, Starr, and I arrived on the scene, this was the welcome gesture of free speech given.

(People in the photo were not chalking on the ground, but rather on black poster boards). Chalking was performed, as shown on Internet videos, by Michael Roth and Dana Stadler, who were also arrested last week.

Jose Lizarraga still Quartzsite Mayor

"The La Paz County Superior Court affirmed yesterday that Jose Lizarraga is the mayor of Quartzsite. The ruling came after failed mayoral candidate Jennifer Harris Jones filed a contest of the election challenging Lizarraga’s qualifications to be mayor.

"The Court found that none of Jones’ allegations were founded and denied every request Jones made for relief. Lizarraga, who had refrained from presiding over the Common Council during the pendency of Jones’ failed suit, has resumed his rightful role and the popularly elected Mayor of the Town of Quartzsite having ousted Ed Foster as a result of the August 30, 2011 recall election.

"The Town anticipates that Jones, who had publicly been declaring victory in spite of having failed to prove any of her allegations or obtain any of the relief that she was seeking and who had falsely claimed that the Town’s Application to Intervene had been denied, will not accept the ruling of the Superior Court and will either appeal the Superior Court’s order or bring a new suit in light of yesterday’s ruling. The Town also anticipates that Jones will meet with the same lack of success in any future challenge to Lizarraga’s election."

Jennifer Jones, former mayoral and council candidate, challenged the eligibility of Jose Lizarraga who won the mayoral recall election of Aug. 30th.

A hearing was held Sept. 22, 2011 in La Paz Superior Court. Lizarraga did not file an answer. Town of Quartzsite Attorney Martin Brannan filed an Application to Intervene on the issue of whether the relief requested by Jones could be granted. The relief requested by Jones was to reinstate Ed Foster as Mayor if Lizarraga did not qualify.

Jones first asked that a default be enetered against Lizarraga because he did not file an answer. The court denied the request, citing A.R.S. 16-675 (A) which requires that if the answer is not timely filed, the court shall proceed with the hearing of contest ex parte.

The court found that the Town as an interested party, but only on the issue of whether Foster could be reinstated as Mayor, and allowed the application to intervene on that issue only.

In her Statement of Contest, Jones challenged Lizarraga violated open meeting laws; that Lizarraga thwarted Mayor Fosters' investigation into wrong-doing by him and the council; that the town council, including Lizarraga, unlawfully changed the law to thwart Foster's investigation into conduct by the town council and Lizarraga; that the town council and Lizarraga engaged in various acts in violation of the law intended to impede investigation into Lizarraga's misconduct; that town council and Lizarraga participated in unlawful revocation of town businesses and vending permits; that Lizarraga was unlawfully sworn in as mayor at a special meeting on Sept. 6, 2011; that Lizarraga did not post the required bond prior to him assuming office.

In his ruling, Judge Burke explained Section 2-1-7 of the Town Code covering the posting of a bond by council members appears to all the town to "proceed under A.R.S. 9-302 (B) which allows an incorporated city or town to obtain and deliver to the city or town clerk a blanket bond conditioned on faithful performance of all such city's or town's officers."

Jones argued that if Lizarraga is not qualified to be mayor, then Foster should be reinstated as he received the second largest number of votes. The Court found that A.R.S 19-216 could not allow Foster to be reinstated as mayor, because is is not possible for an incumbent to be recalled and at the same time be retained in the office.

Quartzsite town Attorney, Marin Brannan, filed a memorandum on September 28th, citing various statutes and sections from the Quartzsite Town Code and Arizona Revised Statutes, presenting arguments on the issue of Mr. Lizarraga's qualifications as well as to the relief requested by Jennifer Jones. "The court finds that the pleading is improper given that the Town Attorney did not appear at the hearing to argue the Town's position, and waited until the day before this Court had to file its finding and judgment before filing it, thus not giving Ms. Jones the opportunity for rebuttal argument. Accordingly, this Court will not consider any of arguments presented in the memorandum and will not consider the proposed form of decision order."

In the case of Jennifer Jones vs. Jose Lizarraga, Judge Michael J. Burke ruled Sept. 29, 2011,

"... it is the judgment of the Court that Contestee Jose Lizarraga is qualified to hold the office of Mayor of the Town of Quartzsite if either he posted the required bond or if the town has a blanket bond that covers all its officers. If the required bond is not posted, then he is not qualified to hold the office of Mayor of the town of Quartzsite and the vacancy should be filled pursuant to A.R.S. 9-235 and 9-236" According to Town Manager, Alex Taft, "the blanket bond covers all elected officials, including Jose Lizarraga. "

2 arrested for Chalking/tagging/criminal damage at Quartzsite Town Hall

Quartzsite Police Department issued a press release today about the "tagging" or "chalking" incident at Town Hall. The following is information from QPD:

"On Tuesday, September 27, 2011 at approximately 7:30 a.m., employees of the Town of Quarzsite discovered that the Town Hall building had been “tagged” with hate-filled messages sometime during the night.

The tagging was discovered on the steps leading onto the surface of the courtyard entry into Town Hall, on seating benches outside Town Hall and the door to the Town library. Tagging was also discovered along the roadways in other areas of the Town of Quartzsite.

Tagging included messages such as “Death to the Council”, “Hang Gilbert”, “Hang Them All”, and featured the attempted drawing of a “Swastika,” a symbol of Nazi Germany embraced by white supremacy and other hate groups.

Video surveillance recordings at Town Hall showed two persons, Michael A. Roth, age 46, and Dana J. Stadler, age 58, both of Quartzsite, engaged in the tagging. Both individuals were later arrested the same day and each faces twelve counts of criminal damage, one count of criminal trespass, and one count of conspiracy. Both were booked into the La Paz County jail. Both men are reputed to be anti-Quartzsite government “activists” and have been outspoken about their ant-government views in the past.

The Quartzsite Police Department reminds residents that “tagging,” even done with chalk, violates Arizona’s criminal damage statute whether the tagging occurs on public or private property."

This appears to be an early "Chalk the Police" protest in Quartzsite. Ademo Freeman, of http://www.copblock.org/ is planning a nationwide "Chalk the Police" this Saturday, Oct. 1st.

According to the website, "Chalk the Police is a nation wide campaign to raise public awareness about policing issues. Folks from all over the country will be heading out to their local police station(s) or parks (anywhere that’s public property) to advocate, in solidarity, police accountability. Activists are encouraged to carry signs, pass out informational fliers and write sidewalk messages to voice their messages of protest. Local and independent Media is encouraged to cover these peaceful events."

The Arizona Revised Statute ARS 13-1602 Section A 5) states:

"Drawing or inscribing a message, slogan, sign or symbol that is made on any public or private building, structure or surface, except the ground, and that is made without permission of the owner."

Depending on the amount of damage to property, Criminal damage is punishable as Misdemeanor Class 1, or 2 or as a Felony Class 4, 5 or 6.

Parker, AZ - A local news website, www.ParkerLiveOnline.com has been hacked this morning. The site is run by John Wright, of KLPZ radio in Parker. The well maintained website keeps locals informed of current events.

Local videographer, Doug Gilford, reports on his blog, www.Qtown.us that he received two dangerous files and his anti-virus program removed them. Please do not visit the website until notified. Watch for tweets and Facebook notifications.

Recently, Quartzsite politics have dominated the news on the site and Parker residents have complained about lack of coverage on Parker.

Jones vs. lizarraga hearing challenging Quartzsite's mayoral recall election

Jennifer Jones challenged the qualifications of the newly elected Mayor Jose Lizarraga today in La Paz County Superior Court. Judge Burke began by explaining the town had filed an application to intervene.
Jones read a prepared "legal response" saying she didn't have time to file it. In her statement, she objected to the town's right to intervene, saying certain rules do not apply. As there were no recording devices allowed, we all had to rely on our notes. Jones' statement was read so fast and had so many points listed, it was beyond my ability to write it all down, so here are some of the highlights.

In a hearing of under 40 minutes, Judge Michael Burke agreed with Town of Quartzsite's attorney, Martin Brannan regarding if Lizarraga is considered ineligible to hold office, the seat is vacant. Jones argued ARS statute 16-672-C does not permit intervention. Burke explained state statute ARS 19-216 is relevant, not 16-672-D, which regulates recall elections. In a recall election, if the incumbent does not receive the most votes, he loses. "He is actually being ousted from office by the voters," Burke said. He also said, "no matter what happens, Foster could not be reinstated as mayor."

Jones asked the court to default, as Lizarraga was not present. Jones asked that Brannan, who was not present, "should have recused himself; he is ineligible to be the town attorney." Burke asked Jones to continue.

Jones read another statement listing many allegations against Lizarraga. Allegations included: violations of open meeting laws, not placing Police Chief Gilbert on administrative leave, that there was no bond posted according to 2-1-7 of the town code, that he participated in an illegal vote appointing town attorney Martin Brannan, not officially terminating previous town attorney Pam Walsma, participating in restrictions of freedom of speech, he openly admitted to violating open meeting laws, and other allegations.

Burke said, "All we have at this point is accusations." He asked Jones if there had been any proof presented that Lizarraga has been found guilty in a court of law. She replied no. Burke explained, "until he has been found guilty beyond a reasonable doubt, these are all just allegations."

Jones focused on the bond issue. Burke asked if she had a copy of the town code. Jones stated she included it in her complaint, but Burke said it was paraphrased. He wanted to research the issue.

He said, "If there is no bond, the office of mayor is vacant. If he has filed a bond, he is still mayor.
Burke also stated he would need to research the matter more. So it's not over, yet.

Letter to Editor: Hard to endure the hatred

[Editor's note: Due to length, this letter was edited for publication in Sept. 21st issue of Desert Messenger. The typed letter arrived via snail mail. The author went to the time and effort of sending this 1,052 word letter, I felt important for the whole letter to be heard and published here: ]

Dear Editor,
I found your Sept. 7th editorial as well as the “NICE” ad to be relevant. I am not a Quartzsite resident, but live in a smaller town nearby. Hopefully, not for much longer. What I have endured here is especially puzzling because I am essentially a nice person, and have given anyone here little reason to hate me. Ever since I arrived here, I have gone out of my way to try to be nice to people here and get along with them.

They, in turn, for no seemingly valid reason, have gone out of their way to hate me. I have endured an enormous, unwarranted amount of hate and fear, which is why your editorial resonated with me. As far as the criteria for a healthy community is concerned, this town seems to be incredibly unhealthy, toxic.

Perhaps this is because, according to a longtime resident, this town is a mecca for alcoholics. She said that five out of six people here are alcoholics. From what I have witnessed, most of them spend their lives doing nothing but drinking all day in the local bars, while gossiping and spreading slander.

They rarely smile, never have anything nice to say about each other, and seem to be constantly angry. And I seem to be a convenient scapegoat for the receiving end of their anger.

For the past year, I have been enduring endless hate, as well as grappling with fear. You have said that every negative experience contains the seed of transformation, but I am having a hard time, at this point, understanding how any of this has benefited me. I am so exhausted from dealing with these people that I can barely function. You may say that going through this type of situation without succumbing one’s self, by sinking into the same hatred is positive. However, to live with this degree of negativity, no matter how much one may try to maintain a positive attitude can become exhausting.

I have been speaking in generalities. Now I will relate specifics. The day I arrived here, it began. In the first RV Park where I stayed, a man began to say things like, “I watch you, even when you don’t think I’m watching you.” And, “I can find out anything I want to about you, and you can’t stop me,” this sort of thing. At one point, he happened to show up at the same place where I was having breakfast. Afterwards, he said to me, “Cant’ you see how much everybody here hates you? Everybody in that room was throwing hate at you!”

At this point, I’d been here three weeks. Finally, I moved to another park. An acquaintance of his came by to say, “He knows where you are. He knows exactly where you are. You can’t hide from him.”

Meanwhile, I’d bought another trailer. The man who was supposed to tow it to my site towed it to his home instead, and removed all the tires. It took me a month to get it back. At the new park, I lasted one month. This is because the woman next door would step outside and scream at me every time I set foot outside. My van was blocking her view. Why didn’t I get the hxxx out of town, etc? At this point, numerous folks have told me to “Get the hxxx out of town because I don’t fit in.” Most of them are virtually strangers.

After I’d been here a few months, it became obvious that my mail was being tampered with. Packages vanished, or arrived a month too late. Or were torn open. On one occasion, the form I had to send to Social Security in order to keep my payment vanished. It was a registered letter and it never arrived, nor was the tracking number ever located in the computer. I had to travel 28 miles to another post office and post it again, just to make sure it got there. Meanwhile, local people were quoting things to me, repeating statements I’d made in the letter. This happens all the time.

In fact, ever since I got here, they’ve been quoting and repeating things from my personal journal, letters, and other things stored on the hard drive of my computer. One person told me that my tires might be slashed, and sugar put in my gas tank. A few weeks ago, I went out to discover that inexplicably, one of the brand new tires on my trailer was flat. Naturally, no one would help me repair it.

And that’s the thing; if I’m living in a place where no one will help me, how can I survive? This all seems to be an attempt to drive me out of town. Or personally destroy me. What I fail to understand is why.

But the worst of all is the sexual assaults. In the year I’ve been here, I’ve had my breasts grabbed countless times, been pinned down while the man tried to pull my pants down, etc. I could go on and on, but, I hope I’ve made my point.

How can a person find a middle ground or compromise or get along with people who quite obviously have absolutely no interest in getting along? At this point, it seems I have no choice other than to leave, because this is never going to stop. It only keeps getting worse. And while some may say this means I’m letting them win, why would I want to continue to live in this situation?

It’s a shame, because I’m actually a good person who would probably never think of doing any other things they’ve done to me. It’s a marvelous example of duality, but I’m at a loss to find the “gray”. Or to understand what constitutes the seed of transformation, because none of these people seem to be interested in healing the situation. I’ve tried for a year.

Yes, people make up the government. They should be heard. A diversity of opinions should be allowed. But if what I’ve experienced in this little town is really about what I think it’s about, it’s now a crime to disagree with the government. And you can be stalked and destroyed for doing it.

Quartzsite dismisses 5 Police Officers today!

Five Quartzsite Police Officers were dismissed from their employment today. Yesterday, they were presented Intent to Terminate papers. This afternoon, the officers had the opportunity to present themselves at a pre-termination hearing.

As of 5:00 pm today, all five officers were dismissed from employment with the Town of Quartzsite by Asst. Town Manager, Al Johnson. The officers dismissed today are some of the "Quartzsite 10" who filed complaints agains QPD Chief Jeff Gilbert in May of this year. One officer and the clerk were dismissed last month, while three officers have returned to work for QPD.

Lane closures on SR 95 in Parker begin Monday

Motorists should expect minor delays

The Arizona Department of Transportation has scheduled pavement repair on State Route 95 in Parker from Monday (Sept. 19) through Thursday (Sept. 22). The work will consist of removing and replacing pavement on three segments of the highway. Work is scheduled to take place between 3 a.m. and 7 p.m. each day. Drivers should plan ahead for minor delays as traffic will be restricted to one lane in the project area during work hours.

Message boards will advise drivers of lane restrictions. Law enforcement will be on-site to help monitor speeds and control traffic.

ADOT advises drivers to proceed through the work zone with caution, slow down and be alert for construction equipment and personnel.

ADOT works to inform the public about planned highway restrictions, but there is a possibility that unscheduled closures or restrictions may occur. Weather can also affect a project schedule. Flu Vaccine for Parker, Bouse, Salome, Ehrenberg dates

FLU VACCINE CLINICS SET

La Paz County, AZ- The dates are set for the first La Paz County adult flu clinics and the La Paz County Health Department has plenty of vaccine. The influenza vaccine will be provided at

Parker High School on September 21st from 4-6pm; Bouse Booster Club on September 27th from 11:30-12:30pm; and at McMullen Fire Department in Salome on October 3rd from 2-3pm; Ehrenburg Fire Department October 5th from 9:30-11:30am. Clinics for Quartzsite will be scheduled at a later date. Children’s flu clinics will be conducted in conjunction with the area schools.

A ten dollar donation for the influenza vaccine is appreciated for the adult vaccine. There is very little wait time with the Health Department influenza vaccine clinics. The Health Department does not bill Medicare for the vaccine so the lines move quickly.

Each flu season is unique, but Centers for Disease Control and Prevention (CDC) estimates that, on average, approximately 5% to 20% of U.S. residents get the flu. Even though influenza is a common illness, it can have serious complications. Some of the complications caused by flu include bacterial pneumonia, dehydration, and worsening of chronic medical conditions, such as congestive heart failure, asthma, or diabetes. Children may get sinus problems and ear infections as complications from the flu. Those aged 65 years and older and persons of any age with chronic medical conditions are at highest risk for serious complications of flu. More than 200,000 persons are hospitalized for flu-related complications each year. About 36,000 Americans die on average per year from the complications of flu.

Oxbow Bridge (Cibola Bridge) construction begins Monday

Rehabilitation of Oxbow Bridge in

rural La Paz County begins Monday

The Arizona Department of Transportation, in cooperation with La Paz County, will begin rehabilitation work on Oxbow Bridge, formerly known as Cibola Bridge, beginning Monday (Sept. 19). The bridge, which spans the Colorado River, approximately 15 miles south of Ehrenberg will be closed to the public during construction.

The project consists of replacing and strengthening the wooden decks, replacing the barrier rails and paving the bridge. Construction is scheduled to take place Monday through Thursday between the hours of 6 a.m. and 6 p.m. The $980,000 project is expected to be completed by January 2012.

ADOT advises drivers to proceed through the work zone with caution, slow down and be alert for construction equipment and personnel.

Jennifer Jones challenges Quartzsite mayoral recall election

On Thursday, Sept. 8, 2011 Jennifer Jones filed a legal challenge to the mayoral recall election. Papers were filed in the La Paz County Superior Court in Parker, Ariz. In the recall election held Aug. 30, Jose Lizarraga received 302 votes, Ed Foster garnered 245 votes, and Jennifer Jones received 23.

In a press release issued on Sept. 8th, Jones claims Lizarraga is not qualified to be mayor under Section 2-1-10 of the Town Code (Ordinance 9-15).

Jones asserts that Lizarraga violated the state of Arizona’s open meeting laws in his position as a councilperson and that he thwarted Mayor Ed Foster’s investigation into wrongdoing by the council, among other accusations. She is asking the court to find Lizarraga ineligible for office, and designate Ed Foster as the winner of the election.

According to the press release, “Lizarraga has until 5pm Wednesday, September 14th, to file a response with the court. The civil case is between private parties Jones and Lizarraga, so town attorney(s) may not represent the newly elected mayor. Jones filed "in pro per", and will represent herself.”

Thank you to Pastor Bruce Swart and Pastor Mike Hobby for their opening and closing prayers; Linda Hobby and her guitar player, Danny, shared some beautifully performed songs. Thank you to those who shared their wisdom: Speeches were made by VFW State Commander Dennis Dole, newly elected Mayor Jose Lizarraga, QPD Chief Jeff Gilbert. QFD Chief Kevin Hess showed a beautiful tribute video. Joanne Winer announced the new focus in Celia's Rainbow Gardens this year will be the memorial area. Individuals shared their stories of that day and then candles were lit. Thank you to Council Members, Jerry Lukkasson and Joe Winslow for helping with the lighting of the candles. Thank you Monica Timberlake for your music choices.

A huge thank you to Joanne Winer who baked hundreds of cookies and provided drinks. A heartfelt thanks to Anita Carlson of Operation Hero Comfort, who provided all the flags to be handed out. The volunteers of Operation Hero Comfort also provided cards for messages to our troops. These cards will be sent in their next "Care Package" to our troops serving in harms way. You are all awesome!

Quartzsite is a beautiful community of loving, caring people. So many shared their gratitude for living in Quartzsite. The night proved to be a night of healing, as the community came together to honor those who lost their lives in the tragedy of September 11th. We will never forget!

The effect of September 11th, 2001 is forever etched into our memories. We all have our own story of how 9/11 changed our lives. I held the moment of silence this morning along with millions of others to honor those who lost their lives on that fateful day. Quartzsite is holding a Night of Hope Candlelight Ceremony this evening at Town Park at 7pm to allow locals the opportunity to come together in honor of this day. Emotions are raw and for many, run deep, as memories of that day flood our consciousness. This is a time to treat one another with respect and dignity. A National Day of Service.

Ten years ago today, the world was in chaos and confusion. I was working in a small town where the owners/managers of motels became afraid for their family's safety, just because of their nationality. I realized just how prejudice we all can be. Humans tend to place blame on someone outside of themselves. It's just easier that way.

From the Dalai Lama's essay for On Faith;

"We need to learn from our painful memories of

September 11th and become more aware of the

destructive consequences that arise when we give in to

feelings of hatred."

Today, emails are still being forwarded that are full of hatred for Muslims, as if ALL Muslims were responsible for the terror of that day. If I were to take this one step further, I could blame former mayor Ed Foster for ALL the comments made on his "Supporters" Facebook page. That could be the easiest thing to do, but not the healthiest. I have seen comments attacking people rather than addressing the principles of issues involved. Once again, it's just easier to attack someone we may not even know than to look inside and seek a way of understanding.

Today is a day to set aside our anger. A day for people to realize our similarities. A day to get out from behind our computer and go help someone. I hope to see those who disagree with each other come out to the park this evening and join TOGETHER with the community of Quartzsite as we move forward in our own healing process. I hope that we, as a community, will determine our future, not those who sit in judgement of who is at fault. I hope that our hearts remain open to each other, speaking words of support, encouraging one another, and sharing words of strength and hope.

We have all experienced the loss of a loved one.

Let us support the healing process for those who are suffering today

as the memories of 9/11 are shared around the world.

Lizarraga to be sworn in at Special Town council meeting, Tuesday

In a very unusual move, the Town of Quartzsite posted the agenda for a Special Meeting on Tuesday, Sept. 6, 2011. The agenda includes what appears to be two meetings in one.

The first meeting will be accepting the canvassing of the votes and the swearing in of Jose Lizarraga. According to the agenda, the council will adjourn, reconvene with Lizarraga as mayor for two new business items:

Fire Restrictions Continue Through Labor Day Weekend

Lake Havasu City, Ariz. – Bureau of Land Management (BLM) Colorado River District wants to remind the public that fire restrictions continue to be in effect throughout the District which includes the Yuma, Lake Havasu City, and Kingman areas. Due to continued high fire danger and low amounts of rainfall, the restrictions will remain through the Labor Day weekend.

“Our first priority is public safety,” said BLM Fire Management Officer Michael Trent. “At this time, we do not feel comfortable lifting the restrictions due to the current environmental conditions.”

“BLM will continue to monitor the weather and fire situation throughout the holiday weekend and will lift the restrictions as soon as the fire danger decreases,” Trent continued.

Fire Restrictions prohibit the following acts:

1. Open campfires, charcoal grills, and stove fires. Campfires and charcoal grills are only permitted in developed recreation sites or improved sites where agency-built fire rings or grills are provided. The use of petroleum-fueled stoves, lanterns, or heating devices is allowed on public lands provided such devices meet the fire underwriter’s specifications for safety.
2. Smoking. Smoking is restricted to enclosed buildings, within a vehicle and on a paved or surface road, within a developed recreation site, or while stopped in an area at least six feet in diameter that is barren or cleared of all flammable material.
3. Use of fireworks, flares, or other incendiary devices.
4. Welding or the use of any torch or metal cutting implement.

Trent added that with the Labor Day holiday weekend coming up, many people are making their last camping or exploring trip of the season on public lands in western Arizona. The public should always think about outdoor safety while recreating. Always carry plenty of water and make sure someone knows your itinerary. Off-highway vehicles need to stay on existing roads and trails. Cross country travel is not allowed and could be very dangerous.

I would like to thank the community for the privilege to help lead this town. There are so many people that took personal time, effort and funds to make this possible. You all did it without asking and with pride. I feel that this is the true strength of this town. People helping people for the greater benefit of the community and individuals that live here. Thank you.

We have a lot of hard work ahead of us. There will be many rough spots but I know that if we stay professional and continue to care for our neighbors we will all get though. I will be asking the council to make some difficult and complicated decisions. No matter what the outcome we must all remember that we work for the greater good of this community.

I challenge this community to come together. I challenge this community to stay positive. I challenge you not to hold a grudge. I wish that things would change overnight but I know different. I hope that with effort and positive attitude we can become a model town that others could only hope to imitate. It will not be because of me… It will be because of you. It WILL NOT be easy, but we CAN do it.

How can Quartzsite become a Healthy Community?

Every citizen in the United States has Constitutional rights,

not just those who complain and
holler the loudest!

What are we doing to create a healthy community?

Since Foster became mayor in May, 2010, there have been some serious changes to our council meetings and at Town Hall. These changes did not take place all at once, but were gradually added in response to situations caused be a few. These include, but are not limited to:

We cannot speak anymore during Public Comment section of the meetings.
Seating limits have been enforced. (We previously were able to enjoy standing)
There is a new metal detector everyone must walk through.
New rules are being enforced regarding the press. Previously, press was able to get great photos of speakers, by standing against the wall.
There is a wooden half-wall separating the audience from the council.
A new speaker system was installed outside for the overflow crowds.
New surveillance cameras have been installed to monitor the public areas inside Town Hall.
No photos or videos are allowed except during public meetings.
A new town attorney with a strong personality was hired to deal with all this!
Tens of thousands of dollars have been spent to defend the town against lawsuits (many of which have been dismissed or dropped).
We used to be able to enjoy announcements of community events and updates during council meetings. No more, unless we get information to a council person to announce for us.
The Town Website was hacked and thousands of emails resent, resulting in hours of extra work for staff.
The Town had to hire another prosecutor to handle any case regarding Jennifer Jones, because she wants to call Mr. Brannan as a witness and conflicted him out.
Citizens previously enjoyed the privilege of three opportunities to talk during council meetings. That has been taken away.
Now there’s a No Trespassing sign behind Town Hall.

This was a gradual shift from being an open, community-minded meeting to what we have today. Because of the actions of a few, many people are suffering.

This is not what a healthy community looks like to me!

So...What is a Healthy Community?

According to the World Health Organization
(WHO Europe, 1986) the following are a set of eleven key components that together make up a healthy city:

A clean, safe, high-quality physical environment (including housing quality)

An ecosystem that is currently stable and is sustainable in the long term

A strong, mutually supportive and nonexploitative community

A high degree of public participation in and control over the decisions affecting one's life, health, and well-being

The meeting of basic needs (food, water, shelter, income, safety, work) for all the city's people

Access to a wide variety of experiences and resources with the possibility of multiple contacts, interaction, and communication

A diverse, vital, and innovative city economy

Encouragement of connectedness with the past, with the cultural and biological heritage, and with other groups and individuals

A city form that is compatible with and enhances the above parameters and behaviors

An optimum level of appropriate public health and sick care services accessible to all

High health status (both high positive health status and low disease status)

How does Quartzsite rate in each of the above qualities?

What can we do better as a community to work together towards the common goal of becoming a Healthy Community?

What are our accomplishments so far, towards that goal??

What can we do better?

What solutions can you bring to the table?

When are we going to act as adults in public meetings and gatherings?

What piece of the puzzle are you going to bring towards helping Quartzsite become a Healthy Community?

I look forward to some positive discussions. I've about had all the finger pointing and blaming I can stand! I read all those posts telling me what is inside my head, and how I think this and think that; and threaten me with potentially harmful actions. This is just nuts!

Outsiders can bring fresh eyes to a situation, if they are open to discussion of a solution. I witnessed a very focused group this weekend, with their agendas planned out. One leader called me today to ask if they made a difference. My first thought was, "if you have to ask, you know you probably didn't". But I told him, that not very many locals were there to hear their message. Many people were afraid of them. Maybe it was a misconception, but maybe the outsiders are having a misconception on what is happening in our town, too. I'm glad there were over 100 people willing to take a stand and march for what they believed. Now I ask Quartzsite residents to take a stand for what YOU believe.

It's time for us to HEAL AS A COMMUNITY! Not what one person thinks is best for another, but the whole community to release their anger and move forward in a positive way, for a Healthy Community!

The people in a healthy community are safe and feel safe,

are well informed, feel that they have the power to make choices,

have lasting bonds with one another, have strong families,

and a sense of meaning in their lives.

"In April of 2011 Jennifer Harris-Jones filed a complaint against the Town, Town Council Wesley Huntley, [Police Chief] Jeffrey Gilbert and [Town Manager] Alexandra Taft in Superior Court of La Paz County. Ms. Jones was represented by David J. Hossler, of Hunt, Gale, Meerchaum, Orduno & Hossler Law Firm. The Town, represented by the Risk Pool appointed attorney, Rae Richardson, filed for a motion to dismiss the complaint. Mr. Hossler contested a motion to dismiss and subsequently requested a change of Judge.

On August 23, 2011 Judge Randolph Bartlett in Mohave County Superior Court ruled to dismiss the complaint by Ms. Harris-Jones against the Town."

HORNE ANNOUNCES $110,000 GRANT

FROM THE CRIMINAL JUSTICE RECORDS

IMPROVEMENT PROGRAM (CJRIP)

PHOENIX -- Attorney General Tom Horne announced that a grant for $110,000 has been awarded from the Criminal Justice Records Improvement Program (CJRIP). The primary focus of the grant will be to improve the timeliness, completeness, accuracy and accessibility of the state’s criminal justice information system, with an emphasis on criminal history information.

“This grant will bring much needed resources to the Attorney General’s Office in our efforts to work cooperatively with other law enforcement agencies statewide, and make it easier for law enforcement agencies to fight crime,” Horne said. “The Arizona Criminal Justice Commission is a great partner to work with as we develop better and more efficient communications among Arizona’s law enforcement professionals and I appreciate their support of this grant.”

This grant will make it easier for law enforcement agencies to access information about when and where criminals are arrested by addressing high disposition backlogs, and automating procedures for reporting arrests and/or disposition information to the criminal history records Central State Repository.

The grant will also fund an attorney’s position, which will be responsible for conducting an analysis of statutes, administrative rules and policies surrounding the criminal justice process. This will include booking, disposition reporting, fingerprinting, prosecution responsibilities, and court procedures, such as trial, sentencing, warrants and disposition reporting. Additional responsibilities will include reviewing and drafting memorandums of understanding between agencies that share criminal data.

IDENTITY THEFT GRANT

PHOENIX-- The Attorney General’s Office has been awarded a $50,000 grant for expanding and improving the outreach and capacity of victim service programs to better address the rights and needs of identity theft victims. The grant was awarded by the United States Department of Justice, Office for Victims of Crime, through the Maryland Crime Victims Resource Center, Inc. With funding from this grant, the Office of the Arizona Attorney General will create a community-based coalition dedicated to educating the public on how to safe-guard their identity, educating consumers on how to report suspected identity theft, and training law enforcement officers on how best to respond to victims of identity theft.

Horne stated: “The Arizona Attorney General’s Office will use a systems-based model to promote close cooperation among coalition members, create training materials, and improve outreach tools and victim assistance services to better serve identity theft victims.”

The Arizona Identity Theft Coalition will be composed of public and non-profit agencies from across the state. Members will be drawn from a number of different service sectors ranging from law enforcement, legal services, government agencies, veteran’s services and academic institutions.

Since 2003 Arizona has ranked either first or second nationally in reports of identity theft. Arizonans reported 6,549 incidents of identity theft last year. Horne stated, “this is an opportunity for service providers to work together, to find cohesive and effective ways of providing services to victims of identity theft.”

Quartzsite Publisher responds to letter in Desert Freedom Press

In "August 2011" Volume 1, Issue 14, of The Desert Freedom Press, there is a letter to the editor on page 4 written by Michel Halor that drew my attention. The paper has no particular date, other than "August 2011", but was uploaded to the Desert Freedom Press blog today.

The letter reads:

"I would like to clear my name from the false statements made in the May 18th, 2011 Volume 7 issue 131 of the Desert Messenger - in reference to my having a warrant and theft of stolen property.
These statements are in full, false, and I am considering this libel and defamation.
This has been a recurring issue on many occassions. I'm relaying this to you versus the DM because I hold little faith this would ever reach print or be edited truthfully. With all due respect, they need to get their facts right, this is not only embarrassing, but misinformation spreads rumors."

Those are some rather strong accusations. The only reference I found to the name above was on Page 17 of Desert Messenger's May 18, 2011 issue under the Arrest Report from QPD. This report was emailed to the Desert Messenger by Linda Conley, previous clerk at Quartzsite Police Department. She is also one of the famous "Quartzsite 10", who now works for La Paz County Attorney's office.

I gotta say, that if my name mistakenly appeared under an arrest report, I sure as heck would not wait until 3 months later to complain to another paper about the situation. Jennifer Jones, of the Desert Freedom Press, should have done her due dilligence before printing such a letter (unless she was intentionally trying to shed a negative light upon the Desert Messenger)!

Blythe, CA Solar Project on hold- Indigenous people's letter of thanks

On Aug. 13th a group of tribal elders gathered for ceremony on the land slated for the world's largest solar plant near Blythe, California. Within a week, Solar Trust announced the abandoning of its plans to use solar thermal technology and will switch to the less expensive and less complex photovoltaic.

The following letter from Alfredo Acosta Figueroa, of La Cuna de Aztlan, was released today in gratitude for the support of their efforts.

Dear Defenders of Mother Earth & Sacred Sites,

We would like to thank each and every one of you for all your wonderful cooperation and great sacrifice that you did in participating with us in the Spiritual Gathering that took place on August 13, 2011 in La Cuna de Aztlan.

On the day of the event Aztec Danzantes came as far from Ventura, Los Angeles, San Diego, Escondido, Aguanga, Needles, and Palm Desert, California as well as Yuma Arizona and Tecate Baja California, Mexico. Also we would like to thank the two video producers that filmed our gathering and which videos will be seen all over the world.

During the gathering at the giant twin geoglyphs of Kokopilli & Cicimitl the Peace & Dignity Journey staffs were exchanged and bless. These geoglyphs represent the ending of a Sun and the beginning of the New Knowledge. Cicimitl is the ending which takes the spirits to their final resting place at Topock Maze (Mictlan) which its location is Magnetic North (beginning from the Mule Mountains “Calli” in the south). Kokopilli is leaving because he is hurt “koko” and he is leaving to start a new beginning.

As we all know, August 13 is one of the hottest days of the year however, on this day we had an overcast which made the event pleasant for all. We had the Creators Blessing, “He who has no name, yet has all the names,” because one of the Creators name is “Tloque-Nahuaque,” “Among all we do all for the benefit of all, like the fingers on the hand, different sizes and shapes, separate and close yet joined all together in the palm of the hand.” This is why the Creator put us on this earth, to be guardians and not destroyers.

In this letter we would also like to give historical reference to August 13, 1992 which was the first Peace & Dignity Journey here in Blythe, Ca. When the Peace and Dignity Journey runners came down following the Pacific Coast route, they entered California. They went down the coast through San Francisco, Los Angeles, and San Diego. A tributary route would pass through San Bernardino, California following Interstate-10, passing through Blythe, California and meeting with the main route again in Phoenix, Arizona.

When La Escuela de la Raza Unida Support Committee first heard that one of the Peace and Dignity stops was going to take place here in Blythe on August 13 we became very excited. As we know, this day is the most Sacred day of the year. The 13th of August, is the thirteenth day of the thirteenth month in the eighteenth month, on the 20-day solar calendar as shown on the Azteca Sun Stone Calendar. The 13th month is called “Teotleco” meaning “the Coming of the Energies, the Great Spirit.”

On August 12, the runners arrived in Desert Center, California where they were welcomed by members of the five Colorado River Reservations. Donna and Larry Charpied of the “Stop the Eagle Mountain Dump Organization,” were the hosts of the event.

The runners left the following morning on August 13, at sunrise after receiving blessings from the Elders. We were very concerned because August 13 is one of the hottest days of the year, and we did not know if the runners would be able to run the 48-mile journey to Blythe in 110 degree heat. As a precaution, we had the Blythe Ambulance following them throughout the route.

However, around 8:00 am, a heavy overcast appeared and lingered throughout the day making it pleasant for the runners to continue onto Blythe. In fact some of the runners ran all the way without relaying with others. We knew then that the creator, Ometéotl, was looking over us and had given us a special blessing. As we now know, Desert Center is one of the most Sacred Sites as recorded in the Azteca Sun Stone Calendar.

Once the runners arrived in Blythe, there was a large crowd of people awaiting their arrival at Todd Park. Representatives from all the reservations and City Mayor Tom Farrage, were there to welcome and honor them with a City of Blythe Resolution, which proclaimed August 13, 1992 as “Peace and Dignity Journey Day,” in Blythe, California.

The Run coincided without deliberate planning with this historical day, August 13th which was the date Cuauhtémoc was captured in 1521, which is the most sacred day of the year for the indigenous people.

The runner’s route that passed through Blythe reenacted the hundreds of indigenous migrations that had come and gone, for thousands of years, to and from the Colorado River, as well as the last Mexica Migration that took place in 1160 AD (as shown in the Boturini Codex). As the Mexica before them, they left the Colorado River, and took their knowledge of the Mexica Creation Story all the way to Mexico/ Tenochtitlan.

At the end of the Peace & Dignity Journey at Teotihucan on October 12, 1992, all the staffs and other scared objects were put together in bundles to later take them to Ixcateopan, Guerrero were Cuauhtémoc’s remains are located. Afterwards, they would be taken to the different indigenous gatherings as a symbol of remembrance of how our Knowledge Keepers brought with them their Bundles of Knowledge to the Valley of Anahuac from La Cuna de Aztlan on the Colorado River.

In order to allude to our Mexica Cosmic Traditional culture we explained in our flyer, the significance of the “Perseid-Meteor Shower,” which is the cosmic duality of August 13. The meteor shower emanates from a point near the border of the Perseus & Cassiopeia constellations. The meteor showers represent the coming of the energies from the 4-directions and centers.

In Mexico City the Nahua Families build pyramids called “Teotihuacan” meaning “The Coming of the Gods.” They build the pyramid of the Moon, Sun, Quetzalcoatl and the Earth Temple in honor of August 13, “Perseid-Meteor Shower.” This is why Cuauhtémoc the last Tlatoani (Spokesperson) of the Confederation of Anahuac fought despite all odds until August 13, 1521 against the Spanish invaders because it was the most important day of the year. On this day Cuauhtémoc gave his last decree that stated “Our Sun has gone from our Vision and has left us in total darkness, but we know that it will return and shine upon us again.”

On another note, during the week of August 19, 2011 two articles came out in the Riverside Enterprise and The Desert Sun Newspapers. The headings in these articles read “Solar developer will forgo $2 billion loan guarantee” and “Massive Solar Projects on hold.” In addition, the Pechanga Tribe from Temecula, California is sponsoring a State Bill by Assemblywoman Bonnie Lowenthal (Democratic Party). According to the article, “The amended measure prohibits quarries within 2,000 yards of an Indian reservation, 5,000 yards of a Native American scared site.”

Likewise, Eldred Enas, Chairman of the Colorado River Indian Tribes will be having a special meeting with the representatives of La Cuna de Aztlan Sacred Sites Protection Circle to discuss the possibility of joining the lawsuit against the Solar Power Projects.

As we explained before, the time was measured by the Pleiades rising to its zenith every 52-years. The last time this occurred was November 14, 2003, which terminated the 5th Sun and the Era of Piscis and we are now in the 9-year transition from 2003-2012 to the beginning of the Era of Aquarius as explained in the Aztec-Mayan Sun Stone Calendar.

As you are able to see, all our struggles are coming to together. For this reason, I would highly recommend the book “Confessions of an Economic Hit Man,” by John Perkins. In this book Perkins talks about how government officials work for the Capitalist Wall Street Companies and not for the people which is similar to what Obama, Ken Salazar, Jerry Brown and Assemblyman Manuel Perez are currently doing in destroying our scared sites for the profit of Solar Companies. Quartzsite Town Council makes changes to Town Codes

At the Town Council meeting today, Quartzsite Council members approved ordinances that make some serious changes to the Town Procedure Policy.

---The 2011-2012 Budget was approved.
---Suspension of the Rules for amending the Procedure Policy.
---Approved Ordinance 11-10 relating to duties, responsibilities and authority of council and mayor.
---Approved Ordinance 11-11, changing the time of regular council meetings to 9:00 am instead of 7:00pm, keeping the 2nd & 4th Tuesday of the month.

In my elected capacity as Mayor of the Town of Quartzsite Arizona, I am writing to you so as to immediately inform and create a line of communication with you by virtue of your unique office as a state official. I am contacting you regarding Quartzsite Ordinance 11-10 just enacted by the Common Council of Quartzsite on August 23, 2011.

I believe a commonly recognized, overarching principle which governs any statutorily incorporated town in Arizona, like Quartzsite, fundamentally lies at the core of representative government and respect for such, and therefore I wish to bring this matter to your immediate attention.
--
Local legislative bodies such as Town Councils and Mayors are unquestionably representatives of the people under the constitution and statutes of Arizona, and are duly elected to office with specific state constitutional and statutory duties. I believe it is clear principle, therefore, that elected officials must be free of at the point of election and during their tenure in their respective public offices to perform their statutory and state constitutionally empowered duties.
--
Of immediate concern for me and my constituents, is that Quartzsite Ordinance 11-10 specifically interferes with my ability to perform my statutory duties, and interferes with the statutory authority of the office of Mayor (and therefore myself as Mayor of Quartzsite) set forth by A.R.S. 26-311.
--
Clearly, the purpose of A.R.S. 26-311 is to promote public safety in local jurisdictions. In the vein of protecting and promoting public safety in local jurisdictions across Arizona, the legislature has separated and clearly defined the statutory duties and powers of a local government, such as the Town of Quartzsite, during a period where a local emergency (pursuant to A.R.S. 26-311) may be declared by ordinance or resolution. In the case of Quartzsite, such an act would initially derive from the Common Council, by statutory authority and present local ordinance in effect under such statutory authority provided in A.R.S. 26-311.

It is clear A.R.S. 26-311 was crafted and enacted into Arizona law so as to avoid conflicts of interests or confusions at the state, county, and local jurisdictional levels, regarding in whom “authority” to “govern” is vested pursuant to the aforementioned statute. It is also of vital public interest, and therefore state interest, that the general public living in or passing through a town, (such as Quartzsite) where such a local emergency may have been declared, have a clear and irrefutable understanding of why, how, and who shall govern during such a local emergency.

Because county and local electorates do rely on state statutes to define the duties and authority of those they elect to office, it becomes a vital issue not only to a local electorate, but to the state also, when unlawful legislation at a county or local level is enacted, by ignorance or intent, squarely operating against applicable Arizona state law in a specific matter. It can lead to public confusion, which especially, neither the public nor any level of government wishes to see compounded during a time of state or local emergency.

I believe A.R.S. 26-311 is the type of “applicable statute’ referred to by the Arizona Constitution; a statute which already very clearly sets forth statewide policy regarding both the duties and authority of local elected officials (including a mayor) regarding local emergencies of the nature described in A.R.S. 26-311.

I believe after a careful review, of the attached Quartzsite Ordinance 11-10 you will come to support my opinion that A.R.S. 26-311 preempts in large part almost all of Quartzsite Ordinance 11-10 in a number of details which I have not covered in specificity for the sake of brevity.

In closing, I ask for your support as a state official by way of a responsive letter and any future action you deem necessary by virtue of your public office is necessary to ensure that Arizona laws are abided by in such event that the Common Council of Quartzsite (by resolution or ordinance) declares and emergency under 26-311. I further ask that you recognize and support my statutory authority and duties under 26-311 in an instance they are unlawfully usurped during a local emergency called for pursuant to A.R.S. 26-311.

A. In addition to the powers granted by other provisions of the law or charter, whenever the mayor of an incorporated city or town or the chairman of the board of supervisors for the unincorporated portion of the county, shall deem that an emergency exists due to fire, conflagration, flood, earthquake, explosion, war, bombing, acts of the enemy or any other natural or man-made calamity or disaster or by reason of threats or occurrences of riots, routs, affrays or other acts of civil disobedience which endanger life or property within the city, or the unincorporated areas of the county, or portion thereof, the mayor or chairman of the board of supervisors, if authorized by ordinance or resolution, may by proclamation declare an emergency or a local emergency to exist.

B. If an emergency is declared pursuant to subsection A, the mayor or the chairman of the board of supervisors shall, during such emergency, govern by proclamation and shall have the authority to impose all necessary regulations to preserve the peace and order of the city, town, or unincorporated areas of the county, including but not limited to:

1. Imposition of curfews in all or portions of the political subdivision.
2. Ordering the closing of any business.
3. Closing to public access any public building, street, or other public place.
4. Calling upon regular or auxiliary law enforcement agencies and organizations within or without the political subdivision for assistance.
5. Notifying the constitutional officers that the county office for which they are responsible may remain open or may close for the emergency.

C. In periods of local emergency, including an emergency declared pursuant to subsection A of this section, political subdivisions have full power to provide mutual aid to any affected area in accordance with local ordinances, resolutions, emergency plans or agreements therefor.

D. State agencies may provide mutual aid, including personnel, equipment and other available resources to assist political subdivisions during a local emergency in accordance with emergency plans or at the direction of the governor.

Motorists should expect 15 minute delays

The Arizona Department of Transportation will begin to repair segments of pavement along Interstate 10 between Quartzsite and the Bouse Wash Rest Area Monday (Aug. 22) and through Wednesday (Aug. 31). Intermittent lane closures are planned during work hours which will take place between 2 a.m. and 6 p.m. each day. There will be no work on Fridays or over the weekend. Drivers should plan ahead and expect approximately 15 minute delays.

The work consists of removing and replacing pavement along segments of eastbound and westbound I-10 beginning east of Quartzsite to the Bouse Wash Rest Area. Trucks carrying loads wider than 12 feet will not be allowed to travel through the work zone during work hours.

Message boards will advise drivers of lane restrictions. To ensure safety in the work zone, the speed limit will be reduced to 45 mph. Law enforcement will be on-site to help monitor speeds and control traffic.

ADOT advises drivers to proceed through the work zone with caution, slow down and be alert for construction equipment and personnel.

ADOT works to inform the public about planned highway restrictions, but there is a possibility that unscheduled closures or restrictions may occur. Weather can also affect a project schedule. Quartzsite Elementary School District free and reduced-price meals policy

Quartzsite Elementary School District No. 4 has announced its policy for providing free and reduced-price meals for children served under the National School Lunch Program and School Breakfast Program. Each school and/or the central office have a copy of the policy, which may be reviewed by any interested party.

The household size and income criteria will be used to determine eligibility for free and reduced-price benefits. Children from households whose income is at or below the guidelines are eligible for free or reduced-price meals. Children who are members of the Supplemental Nutrition Assistance Program (SNAP) households, Cash Assistance (CA) units or Food Distribution Program on the Indian Reservation (FDPIR) households are automatically eligible for free meals. SNAP/CA families will be certified by the determining official via Direct Certification. Foster children who are the legal responsibility of a welfare agency or court may also be eligible for benefits regardless of the income of the household with whom they reside. Eligibility for the foster child is based on the child’s income.

Application forms are being distributed to all households with a letter informing households of the availability of free and reduced-price meals for their children. Applications also are available at the school secretary’s office in each school. To apply for free or reduced-price meals, households must fill out the application and return it to the school. The information households provide on the application will be used for the purpose of determining eligibility and verification of data. Applications may be verified at any time during the school year by school or other program officials.

For school officials to determine eligibility for free and reduced-price benefits, households receiving FDPIR only have to list their child’s name and FDPIR case number. An adult household member must sign the application. Households which do not list a FDPIR case number must list the names of all household members, the amount and source of the monthly income received by each household member, and the Social Security number of the adult household member who signs the application. If the household member signing does not have a Social Security number, he or she must indicate a Social Security number is not available. An adult household member must sign the application.

Under the provisions of the free and reduced-price policy, Renee King, food Services Manager, will review applications and determine eligibility. Parents or guardians dissatisfied with the ruling of the official may wish to discuss the decision with determining official on an informal basis. Parents wishing to make a formal appeal for a hearing on the decision may make a request either orally or in writing to Renee King, Food Services Manager, P.O. Box 130, Ehrenberg, Ariz. 85334, or call 928-923-7900.

If a household member become unemployed, or if the household size increases, the household should contact the school. Such changes may make the children of the household eligible for benefits if the household’s income falls at or below the levels.

Quartzsite Police Chief responds to Oathkeepers, Phoenix Tea Party, Sons of Liberty

Quartzsite Police Chief Jeff Gilbert released the following letter to the Oathkeepers, Greater Phoenix Tea Party, and Sons of Liberty:

"In response to recent published propaganda:

Recently, Quartzsite Mayor Ed Foster and a few of his followers reported to the local, state, national and world news that I had imposed “martial law” on the Town of Quartzsite and that I had “ousted” him from office. In addition to this, he stated that the Town was under a “state of emergency”. Statements were made that there were more than 50 police in tactical gear controlling the Town.

I am sorry if it disappoints you, or any who might like to believe such outlandish propaganda, but none of these things occurred. They were all lies.

Mayor Foster was and still is the Mayor of Quartzsite. The Town of Quartzsite was never under martial law. While there was an emergency council meeting held, the Town was not and is not under a state of emergency as Mayor Foster has stated. The only time we have ever had 50 police in town is the day we had an officer shot in the line of duty.

His call to the media was an attempt to create hysteria and mayhem for the Town of Quartzsite and to stir the emotions of hate and discontent for local government.

Mayor Ed Foster and his group have made every attempt to shut done the government operation of the Town by soliciting people to inundate our phone lines, email and website. To date we have received hundreds of emails and phone calls, most of which have contained hate messages and threats, to include death threats.

These actions of Mayor Ed Foster and his group, is what I referred to as "domestic terrorism" in a recent coffee with cops gathering, and I stand by that statement.

However, I did not call the Oath Keepers, the Tea Party, the Sons of Liberty Riders or other groups “terrorist”. I am sure that most of the followers of these groups are civil law abiding citizens who would not participate in this type of activity or condone it.

I am certain that the “Quartzsite Liberty Festival” planned for August 27th and 28th will be a peaceful event and we welcome any visitors that are planning on attending.

But as we know all too well in this country, we often have lone individuals and sometimes groups that take a cause, any cause, and bring violence along with them. I hope and pray that none of the hate and discontent that has been spread leads to any level of violence, but I can't exclude the possibility that this kind of thing could occur.

I am sorry that these groups have been lied to and have been provided false information that has led to many negative comments about the Town of Quartzsite and myself.

The continued use of these libelous statements to the public and the followers of these organizations do nothing but take away the credibility of your views, beliefs and cause.

I would expect that any of these organizations would only want the truth as well.

Quartzsite Senior Center weighs in on "us vs. them"

The Quartzsite Senior Citizens Center (QSC/Senior Center) was organized for educational, recreational and entertainment purposes, for enrichment of the lives of the senior citizens of the community. QSC strives to maintain a congenial and stress-free atmosphere by disallowing offensive behavior and confrontational discussions.

During the short time I've been involved with the Senior Center that all seemed to be working pretty well. Until this past spring. A result of the unrest in Quartzsite is that some QSC members stated in March and April 2011 that they would not come to the Senior Center anymore as long as The Desert Freedom Press remained available there. This concern was discussed at some length at the April 2011 QSC Board Meeting where it was decided that individuals have the choice of reading or not reading any publication available at the Senior Center. (The Desert Messenger has been available for quite awhile, as well as the Quartzsite Crier News.)

The "us vs them" situation in Quartzsite is serious enough without using who-reads-what criteria to add to it. I miss the members no longer coming to the Senior Center and invite them to return to socialize and have fun with all of us again. I don't care what publications they read or ignore. I only care about our members and the pleasure of their presence.

Quartzsite Coffee with Cops clarification

Quartzsite, AZ- Chief Jeff Gilbert held his monthly Coffee with Cops Wed. August 3rd in the meeting room of the Library. Due to a scheduling conflict, the meeting was moved from the normal location into the smaller meeting room.

It appears the Greater Phoenix Tea Party and the Oath Keepers are upset about some incorrect information given based on "two confirmed eye witnesses". I am the person who asked what Chief Gilbert thought of a group's event on Facebook called, "Occupy and Liberate Quartzsite Arizona".

I personally take offense to a group using that terminology. I am sure you would too, if a group of strangers decided to come into your hometown and "occupy and liberate" it! Come on folks, it's time to act like adults and stop pointing fingers to create drama!

While listening to the audio of the meeting, here are my notes to clarify the situation:

At Coffee with Cops on Wed. Aug. 3^rd, the first 20 + minutes of the hour-long meeting, the discussion centered on recent power outages. Police Chief Jeff Gilbert talked about the two new cooling centers in town, about taking care of neighbors and how to deal with pets during power outages during the heat of the summer, how APS was so supportive.

Mrs. Jennifer Jones asked Chief, regarding an injunction filed by officers, if he knew he was going to be represented by the town attorney or the attorney of the insurance pool. Chief Gilbert’s reply was, “I don’t know”. He then explained the recent occurrences regarding the injunction.

About 22 minutes into the meeting, I asked Chief Gilbert how he felt about a new event posted online called, “Occupy and Liberate Quartzsite”; how he felt about outsiders coming in an attempting to occupy Quartzsite. His reply was that "a few weeks ago, there has been a lot of propaganda being put out there to the media. It has attracted the media. He explained how Mrs. Jones and Mayor Ed Foster had gone to the media with their stories. “They have appealed to the anti-government and radical types. Statements such as the town’s under martial law, officers suppressing the citizens, that the mayor had been kicked out of office, officers in riot gear, are flat out lies. Pure propaganda and it has attracted a lot of attention. That information is still continuing to filter out there. They were flat out lies. We all know that wasn’t the case.”

Chief Gilbert said he was still receiving numerous hate mails threats, phone messages, with some death threats. A woman in the audience asked, “Why is that not a federal crime? Isn’t that domestic terrorism?”

His answer was, “It could be. I have talked to the FBI and the Attorney General and anyone that will listen. What has happened over the past several weeks, I certainly consider this to be domestic terrorism. They are trying to create the fear and scare amongst the people. Our website was shut down, our emails were shut down. Their efforts are to shut down the government of Quartzsite.”

Chief continued to discuss the emergency meeting of June 10^th, “the council set in motion increasing the security measures for everyone in this town because of all the threats and hate mail we have received.”

After a man tried to bring back the discussion to the event I mentioned, Chief Gilbert said, “From my understanding, there’s 3 groups planning on coming in on the 27^th, Oathkeepers, Tea Party and another one. Hopefully they’re a peaceful group. But a lot of these people participating in the comments are advocating violence. It’s a difficult situation that we’re going through.” After Jones questioned where I found the information, I read it verbatim from the event posted on “Supporters of Mayor Ed Foster” Facebook page.

When Jennifer Jones asked if Chief denies he ran her husband 263 times over the past two and half years, Chief’s response was, “How many times?” Jones said, “263 times”. Chief Gilbert replied, “Oh, yes, I deny that!” and the crowd broke out in laughter.

The audience was reminded that the whole Jackson Lewis investigation report is available in the library. He explained the DPS investigation "is ongoing and is narrowly scoped investigation on NCIC and everything is computer generated. The truth will be told."

Chief Gilbert expressed he was sad about the situation with the officers. "The two officers who have returned to work are regretful." He asked the community to have confidence in the department. “If there’s a rebuilding we have to do, we will do that.”

There was discussion about a new gun store and indoor shooting range being planned near the Police Station. Jones asked if Chief considered those who frequent the new gun store terrorists. Chief said, “I hope not!” Chief said, "you don’t have to own a gun to be a terrorist."

One woman reminded Chief about what he said last year about how police never get invited to “Little Johnny’s” birthday party, unless it’s a domestic violence call. There was a discussion about how important it is to tell an officer thank you. Other attendees shared personal stories about how they appreciate the local police officers.

Chief Gilbert assured the audience “we’ll be ready” when asked about the upcoming season and the snowbirds arriving.

Quartzsite town council Corrected Agenda and a mystery agenda?

Quartzsite, Arizona- Early this morning, a new agenda appeared taped to the outside of Town Hall's glass-enclosed display board. In what appears to be a town document, Mayor Ed Foster called a Special Meeting scheduled for the same time as the Regular Meeting tomorrow at 9am. The one item on the new agenda states, "Discussion and possible action to declare that a State of Emergency exists in Quartzsite, AZ (Open for public discussion)"

In my opinion, the new agenda is obviously different from the town-issued agendas I've received from Town Hall in the past. There is no posting time on the Special Meeting agenda. The use of Bold Type and the font size used is also different. I've never seen Town officials post with blue painters' tape before either.

Also, the Town Clerk did not send me a copy of the Special Meeting Agenda called by Foster. So I have my questions on the validity of this "document".

I did receive the following Corrected Agenda from Quartzsite Town Clerk this morning via email, stating,
"Corrected wording on Consent Agenda item number 3.
Removed item number 3; Approve or reject Resolution No. 11-12; Adoption of budget."

Quartzsite has brought National attention lately with it’s political strife, police investigations and negativity. I wanted to write this article and give the citizens of the area something to focus on that would inspire and bring about a bit of good things that are going on right under their noses. It is a story of survival and one that will inspire you to be better then what you are.

Last year I met my friend Diane shortly before she had a terrible bicycle accident that ended up airlifting her to Phoenix and almost losing her leg. Being an athlete and long distance runner it looked like she might not ever run again alone walk the same way. After months of recovery she was on her way to having the seven pound rod and screws removed from her leg when she hit a bump in the road. She was diagnosed with stage four metastic breast cancer and she began the fight of her life--that of survival and recovery.

Several friends joined together and we formed Team Diane. We wanted to be a support group to pray, drive to doctor appointments, listen, encourage and to be there to help Diane with her journey since she had no family except her dog, Mariah. This journey of friendship and support has changed each and every one of our lives and has made us stronger, and brought us to facing our own challenges. We have been INSPIRED by Diane’s courage, her ability to meet a challenge head on and to move forward with such a positive attitude.

On Tuesday, August 9th Diane Rowello

will leave from Rainbow Acres at 5:00 AM

to head to Peoria on her bicycle to attend her final chemo therapy session before her breast surgery.

She wants to commemorate this stage of her journey to recovery with a bicycle ride and

make this phase a positive and memorable event in her life.

When she makes up her mind to do something there is little that stops her.

If you want to cheer her on and send her off, line the sides of Cholla Road and give her the send off she deserves.

I know it is early for all of you but it is never too early to do something that will change your life--BE INSPIRED!!

La Paz Health Dept. warns of West Nile Season

La Paz County, AZ- La Paz County Health Department would like to remind residents and visitors to avoid mosquitoes when outdoors during dusk to dawn hours. “It’s that time of year again when mosquitoes are active,” said Marion Shontz, Director of the La Paz County Health Department. “Some mosquitoes carry the West Nile virus and our goal is to prevent mosquito bites in the first place.” Mosquito activity usually peaks in August so right now is a good time to put prevention practices to use

Avoid Mosquito Bites
• Wear shoes and socks, long pants and a long-sleeved shirt when outdoors at dusk and dawn.
• Use a mosquito repellent, following label directions, when outdoors.
• Mosquito Proof Your Home
• Remove all standing water
• Turn over plastic containers, ceramic pots, tin cans, and other similar water-holding containers;
• Remove discarded tires from your property (used tires are one of the most common mosquito breeding sites);
• Turn over plastic pools and wheelbarrows when not in use;
• Change the water in the bird baths, pet dishes and flower pots at least twice a week;
• If it is impossible to remove standing water (ponds, waterways) briquettes that inhibit larvae maturity are available at local hardware stores;

Check window screens for holes. Or try attracting animals that naturally feed on mosquitoes by building birdhouses, bat-houses, or filling ponds with mosquito larvae eating fish, called mosquito fish.

Monsoon rains can provide breeding grounds for mosquitoes who often travel several miles for a blood meal. Interestingly, only female mosquitoes rely on blood for sustenance while male mosquitoes feed on nectar. It takes 10-20 days for a mosquito to go from egg to adulthood.

West Nile virus is a potentially serious illness and has been found in 48 of the States. Most people who are infected with West Nile virus experience no symptoms or may experience mild illness such as a fever, headache, and swollen glands 3 to 14 days after being bitten by an infected mosquito. It is estimated that 1% of people bitten by an infected mosquito will develop encephalitis, inflammation of the brain. Symptoms of encephalitis include high fever, headache, muscle weakness or paralysis, seizures, and confusion.

So much has been said about Quartzsite and the political atmosphere, but very little is being shared about what actually is going with our community. Outsiders say we are all living in fear, but that's not how it appears on the street. Even Mrs. Jennifer Jade Jones said in court Monday that she is "living with concern, not in fear". I believe that statement may be shared by many.

The Senior Center is open throughout the summer, serving up delicious lunches for only $3. Salvation Army and the Quartzsite Community Thrift Stores are very busy with deals galore! The Food Bank always needs donations to help residents eat healthy. Isaiah 58 Project serves up delicious food to the hungry. There's a few restaurants that stay open during the summer and folks are enjoying their meals. Gas station prices have lowered a bit over the past few days. Many residents are off visiting family and friends in cooler areas of the country, taking a break from the summer heat.

Headlines on the front page are, "Quartzsite makes national news!" and Best of Quartzsite!"
There's a great story about one woman's planned ride to recovery on page 3.

The huge project taken on by the Cemetery Board should be very entertaining and educational.

The Quartzsite Business Chamber is creating a new publication all about Quartzsite planned to be published in October. Advertising rates and details can be learned by calling the chamber at 928-927-9321.

Paw Power's Animal Shelter will be closing on October 1st, while they raise funds to relocate. Read Roger Williams' letter on Page 9.

Quartzsite attracts many food vendors during the season, so the schedule for Food Handlers Classes can be found on Page 11.

There is also a protest of Blythe's Solar project planned for Sat. Aug. 13th. More info on Page 11.

The 6 Pillars of Character are: Trustworthiness, Respect, Responsibility, Fairness, Caring, Citizenship.

On Page 18 Contributing author, Beth Praast educates readers on how to deal with Feral Cats in our community. Arizona has a huge problem with Feral Cats. When the issue came before Health and Development Board, they decided to educate the community through these articles.

Monday, Aug. 15 cut off date La Paz residents to file address changes

ASSESSOR’S CORNER

This week we would like to let the taxpayers know that Monday, August 15 will be the cut off date for any ownership or address changes for tax year 2011. For those of you who have moved and didn’t notify either the Treasure’s Office or the Assessor’s Office, your tax bill is going to the mailing address we have in our data base. Any changes that are made after this date will not reflect on the 2011 tax bill. An example, if you bought a piece of property and closed escrow after the 15th of August, you will not receive the tax bill the old owner will be the one to receive it. It will be up to the buyer and seller as to who pays the tax bill.

The taxing authorities have all submitted their budgets for 2011/2012 and the Board of Supervisors have had their meetings and the new tax rates have been set. The La Paz County Treasures Office will prepare the Assessor’s information and send it to the printer to have the Tax bills printed for the tax year 2011.

Your first installment payment is due October 1st and will be delinquent Nov 1st. If you wish to pay your taxes in full you may do so by December 31st without accruing interest. You should be receiving your 2011 Tax bill the later part of September.

We hope that if you had an address change you did not forget to contact our office. If you don’t receive your tax bill you might want to give the Treasurer’s Office a call to find if your tax bill was returned. Attorney General Horne Finds Reasonable Cause to Believe Open Meeting Law Has Been Violated in Quartzsite

PHOENIX (Friday, July 29, 2011) – Tom Horne, Arizona Attorney General, today released partial information regarding the Attorney General’s Office investigation of events in Quartzsite. Horne stated:

“Normally, we do not release the results of an investigation until it has been completed. However, because this is a matter of unusual public interest, we are prepared to say that, based on review of a video of a July 10 meeting, there is reasonable cause to believe that there has been a violation of the Open Meeting Law, inasmuch as the public was excluded. The meeting was held under the misconception that an emergency meeting can be conducted without the public present. Independently of the question of whether the Town Council had a legitimate reason to hold an emergency meeting, even proper emergency meetings must allow the public to be present. The exception is if there is a legitimate basis for an executive session, and the City Council did not attempt to hold a proper executive session during the emergency meeting. The investigation of this and other alleged violations of Open Meeting Laws is ongoing.”

Town Manager, Alex Taft, said she was surprised by the unusual move to release a statement before the investigation is completed.

Dustball Rally visits Quartzsite's Famous Silly Al's Pizza

Silly Al's Pizza was a busy place today as the teams participating in the Dustball Rally stopped in for some delicious pizza today!

The Dustball 2000 (July 27 - 31) is a four-day, 2,000-mile,

scavenger-hunt-style road rally across the American Southwest.

The Dustball is a "gimmick rally," which basically means it’s a scavenger hunt! The teams don't know the route, except that it started in El Paso, Texas and will end in Las Vegas, with two mystery overnight stops in between. Each morning, the teams are handed a packet of clues they can use to find their way. The team that solves the most questions on the worksheet wins.
More than 30 cars are on the rally, many of the teams posting to Twitter. You can watch their live updates online at www.dustballrally.info and chat with Dave Maass, a San Diego writer and the Dustball's official multimedia diarist, who will be posting images, video and thoughts live from the backseats of several of the Dustball cars. There might even be some live video.

This project is viewable live in the San Diego Automotive Museum lobby.

Desert Messenger Announces The Best of Quartzsite!

Quartzsite, AZ- Shanana "Rain" Golden-Bear, publisher of Desert Messenger, Quartzsite's FREE Community Paper, announced today there's a new feature for the upcoming season called, "The Best of Quartzsite!"

"It's about time we recognize what is Right in Quartzsite, and celebrate the hard working individuals and businesses in our community," said Golden-Bear.

Readers will be able to vote in a myriad of possible categories; everything from their favorite place to enjoy Biscuits and Gravy to the best retailer to purchase an RV. Other categories might include: favorite hairstylist, best Karaoke, favorite ATV trail, best restaurant server, favorite swap meet, best food vendor, favorite jeweler, etc.

"This is something I've had on the back burner since 2008, and feel it is time to take advantage of all the publicity Quartzsite recently has been receiving," said Golden-Bear. "I've witnessed other communities have a lot of fun with the voting, and hope Quartzsite residents and visitors will embrace the concept."

Desert Messenger's 8th season begins September 7th. The 2011-2012 Advertising Rate Card and Deadline Schedule will be available online no later than August 7th at http://www.DesertMessenger.com
